First Implementation of 'Superintendent Accusation System' in Gyeongnam
Provincial Office of Education: "Accusation Measures to Restore Teachers' Authority"
The Gyeongnam Provincial Office of Education announced on the 28th that it will file a complaint against parent YouTuber A for damaging the honor of teachers by repeatedly uploading videos containing false information on the YouTube channel they operate.
On the same day, Yonhap News reported this, citing the announcement from the Gyeongnam Provincial Office of Education, stating that this complaint corresponds to Gyeongnam's first-ever 'Superintendent Complaint System.'
A is accused of posting false information multiple times on the YouTube channel they operate from March to June regarding the principal and the school of a high school in the Yangsan area of Gyeongnam where their child is enrolled.
A parent YouTuber from a high school in Yangsan, Gyeongnam, uploaded a video containing false information on their YouTube channel. YouTube
A uploaded videos exposing the school name with subtitles stating false information such as "The principal did not come to school even after 11 a.m. The attendance issue seems serious," and posted videos containing untrue content like "The principal intervened in the selection of parent members for the School Operation Committee, causing a specific parent to be elected" 11 times on the YouTube channel.
In response, the principal of the school reported A to the local Teacher Rights Protection Committee for "infringement of educational activities." The committee, composed of teachers, lawyers, and police officers, recognized A's infringement on educational activities in May. The committee issued Disposition No. 1 for protection against infringement of educational activities, ordering A to submit a written apology and a pledge to prevent recurrence.
However, even after six months, A has taken no action despite being urged five times by the local education support office and the Office of Education's Educational Activities Officer to comply with Disposition No. 1. It is reported that A has neither apologized to the school or the principal but rather insists that "the principal should apologize."
The Office of Education decided to file a complaint with the police under the name of Superintendent Park Jong-hoon to protect teacher rights and ensure the enforcement of the Teacher Rights Protection Committee's measures. This is the first time the 'Superintendent Complaint System,' introduced nationwide in 2019, is being implemented in Gyeongnam.
Jeon Chang-hyun, the Educational Activities Protection Officer of the Office of Education, stated, "The decision of the Teacher Rights Protection Committee is an official procedure with legal and institutional legitimacy, and failure to comply with it disrupts the order of the educational field and seriously infringes on teacher rights and students' right to learn. Through this complaint action, we aim to uphold teacher rights and ask for the cooperation of residents and parents so that students can learn in a stable and healthy educational environment."
