On the 27th, the Jeonnam Muan County Council held the 298th 2nd regular meeting, where the ordinance on basic income payments for rural farming and fishing communities, proposed by Councilor Kim Won-jung (Independent), was rejected after intense debate with 3 votes in favor and 3 against. This has sparked controversy as the expectations of local residents for the introduction of basic income have been dashed.

The ordinance aimed to provide a certain amount of basic income to rural farming and fishing residents living in Muan County to revitalize the local economy and enhance residents' welfare. However, some members of the Democratic Party of Korea opposed the ordinance, citing financial burdens and concerns about its effectiveness.

Councilor Kim Won-jung, who proposed the ordinance, stated, “Basic income for rural farming and fishing communities is a practical measure to overcome population decline and regional economic stagnation,” and added, “Muan County should take the lead in presenting a model for rural revitalization.”

On the other hand, opposing councilors argued, “Given the already strained local finances, providing basic income is unrealistic,” and “A thorough review is necessary to determine whether this is a sustainable policy.”

The news of the ordinance’s rejection has divided opinions among residents as well. Some residents expressed disappointment, saying, “It is unfortunate that practical support measures for rural populations have been shelved.” Meanwhile, others stated, “The rejection was inevitable as it was an unreasonable attempt without considering financial conditions.”

With the ordinance rejected, the introduction of basic income for rural farming and fishing communities in Muan County is temporarily halted. However, if demands from the local community and residents continue, there is a possibility that it will be reconsidered in a revised form.

A Muan County official said, “Taking this rejection as an opportunity, we will gather diverse opinions and prepare policies that can provide practical help to residents.”

The rejection of the ordinance is expected to intensify discussions on the direction of rural support policies in Muan County.
