Analysis of the Necessity, Justification, and Validity of Incorporation

Guri City, Gyeonggi Province (Mayor Baek Kyung-hyun) announced on the 27th that it will commence a research project to objectively analyze the effects of incorporation into Seoul.

The research project, undertaken by Value Management Co., Ltd., was initiated to prepare objective data analyzing the effects related to Guri City's push for incorporation into Seoul. The project tasks include a comprehensive survey on jurisdictional changes, analysis of the necessity, justification, validity, and pros and cons of the incorporation, as well as a comprehensive evaluation. It also includes the formulation of plans for administrative district reorganization and detailed implementation plans.

The lead researcher for the project is Professor Lim Sung-eun, former 2nd Director of the Seoul Institute of Technology, and the project duration is until May next year.

Before the completion of the project, Guri City plans to hold regional briefings and collect opinions from citizens, which will be reflected in the final research results.

Mayor Baek Kyung-hyun of Guri City stated, “Through this project, we will thoroughly analyze the effects of incorporation into Seoul and accelerate administrative procedures such as proposing a special law based on the results. We will do our best to ensure the successful promotion of incorporation into Seoul.”
