Goyang Special City, Gyeonggi Province (Mayor Lee Dong-hwan) announced on the 27th that it has been selected by the Ministry of the Interior and Safety as a ‘pilot municipality for mobile resident registration card issuance’ and will start issuing mobile resident registration cards from December 27.

The pilot institutions for mobile resident registration card issuance include nine municipalities nationwide, such as Goyang Special City and Sejong City.


In Gyeonggi Province, Goyang City is the first to implement mobile resident registration card issuance, and Goyang citizens can apply for mobile resident registration cards starting December 27, ahead of citizens from other municipalities in Gyeonggi Province.


In particular, Goyang Special City offers the benefit of issuing IC resident registration cards free of charge to those born in 2008, who will receive their resident registration cards for the first time in 2025.


The mobile resident registration card is an identification card introduced to eliminate the inconvenience of carrying a physical resident registration card and can be used both online and offline with the same validity as the existing physical resident registration card.


The origin of the resident registration card can be traced back to the city/province citizen cards issued in the 1950s. Subsequently, the first paper resident registration card was issued in October 1968, followed by the current plastic resident registration card issued in September 1999, and now mobile resident registration cards are being issued.


By visiting the local administrative welfare center, applicants can choose between IC resident registration card issuance or QR issuance when applying for a mobile resident registration card.


IC resident registration card issuance replaces the physical resident registration card with one embedded with an IC chip. The IC resident registration card can be tagged to a mobile phone to directly (re)issue the mobile resident registration card.


QR issuance is a method of issuing the mobile resident registration card via a QR code, which can be issued immediately upon application; however, if the mobile phone is changed, the applicant must revisit the administrative welfare center to reissue the card.


The mobile resident registration card can only be issued to one mobile phone registered under the applicant’s name, and its validity period is three years.


The mobile resident registration card applies security technologies such as blockchain and encryption to prevent personal information leakage and fraudulent use. In case of loss, the card’s validity can be suspended through the mobile ID website or a dedicated call center.


The Ministry of the Interior and Safety plans to conduct pilot issuance in nine municipalities, including Goyang Special City and Sejong City, until February 7, 2025, before expanding nationwide. Once expanded nationwide, applications will also be possible online through Government24.


Mayor Lee Dong-hwan of Goyang Special City stated, “It has been 56 years since the resident registration card was first issued in October 1968, and now we have achieved innovation by moving away from the physical form to the first mobile resident registration card.” He added, “We will manage the pilot issuance period well to ensure that citizens can conveniently and safely receive mobile resident registration cards without any difficulties.”
