"Execution Rate 0% but Budget Allocated Every Year"
Various committees operated by the Jeonnam Provincial Office of the Auditor are budgeting annually regardless of whether meetings are held, raising urgent calls for countermeasures.
Kim Seong-il, a member of the Jeonnam Provincial Council (Democratic Party of Korea, Haenam 1), recently pointed out during the budget review for the Jeonnam Provincial Office of the Auditor, “Some committees have no meeting records at all, resulting in a budget execution rate of zero. They are only operating formally, and I do not understand why budgets are allocated every year.”
According to Assemblyman Kim on the 27th, over the past two years, the Residents' Grievance Deliberation Committee held one meeting last year but none this year. The Audit Advisory Committee did not meet even once in two years, showing extremely poor operational performance under the Auditor’s Office. Additionally, the Jeonnam Public Officials Ethics Committee conducted eight reviews in writing only, and the Jeonnam Residents’ Audit Request Deliberation Committee held just one meeting annually.
Assemblyman Kim proposed, “Please establish a system to reward outstanding public officials who actively perform their duties in the audit field to encourage proactive administration, and reflect this in projects to provide high-quality administrative services to residents.”
In response, Auditor Kim Se-guk said, “Committee operations are based on face-to-face reviews. Committee operations have been sluggish over the past two to three years,” and added, “We will actively strive to revitalize committee operations starting next year to enhance staff audit capabilities.”
