Mayoral Speech Sets 'Top 10 Keywords' for County Administration Direction
Jin Byeong-yeong, the governor of Hamyang-gun, Gyeongnam, introduced this year’s major achievements and presented the direction for next year’s county administration during the policy speech at the 2nd regular session of the 289th Hamyang County Council held on the 26th.
He especially emphasized future strategies for the sustainable development of Hamyang-gun, stressing that it is time for mid- to long-term plans focused on accurate policy directions, even if progress is slow.
This year’s major achievements in Hamyang-gun include improvements in residents’ living environments and investments for future generations such as ▲the opening of Gyeongnam’s first integrated care center ▲the confirmed relocation and reconstruction of Hamyang Library after 12 years ▲the launch of the Hamyang-gun Scholarship Foundation as a corporate entity ▲selection as a leading area for educational development special zones. Additionally, key accomplishments include ▲the opening of Gyeongnam’s first goat auction market ▲the nationwide branding of ‘The Hamyang,’ ‘Jirisan Gamdoni,’ and ‘Hamtteok’ ▲and the opening of the nation’s first seasonal worker support center, all aimed at securing competitiveness in Hamyang agriculture.
Governor Jin stated, “Securing national and provincial funds has become a necessity, not an option, for the development of our county,” adding, “Since the launch of the 8th elected administration, all public officials including myself have actively worked with central government ministries and Gyeongnam Province, resulting in an additional 27.7 billion KRW in national and provincial funds, achieving the best results in history.”

Governor Jin further announced that next year’s county administration will achieve more practical changes by inheriting the social reform spirit of Goun Choe Chiwon’s ‘Ten Proposals for Governance’ based on the three core agendas of ‘People, Tourism, and Industry.’ He set the county’s direction around ten urgent keywords that Hamyang-gun must address and presented a blueprint to lead Hamyang-gun’s vigorous leap forward.
◆ Residents, Urban, and Administrative Sectors
A customized welfare model tailored to each life cycle will be proposed to improve the quality of life for current residents, and a life cycle platform that residents can experience will be established. To create a vibrant and attractive living environment, cultural and welfare urban infrastructure will be developed in the Sincheon-ri area of Hamyang-eup, and the ‘1+1 Urban Development Project’ will be actively promoted to revitalize and reorganize the old downtown area. The collection and transportation system for household waste in Hamyang-eup and Anui-myeon urban areas will be completely revamped to a door-to-door collection method, and a building information system will be established for efficient management of public properties, with continuous plans for utilizing idle public assets.
◆ Forestry, Culture, and Sangnim Sectors
Restoration of the urban ecological corridor from Sangnim, Korea’s first artificial forest, to Harim will be pursued, and the Hamyang Four Seasons 4U project will establish a proper direction for coexistence and development with local residents. The ‘Climb (GO) Hamyang’ certification project for climbing 15 famous mountains will be actively promoted, while laying the foundation to become a representative cultural tourism city through the creation of the Namgye Seowon Education Experience Center, the Seonbi Cultural Heritage Pungnyu Tourism Belt, the Nosa-cho Noodles Memorial Hall, and the Baduk Experience Center. Centered on Baekhyeon Recreation Area, Sangnim Park, and Pilbong Mountain, the Sangnim Forest (four-rest) project will be implemented to allow visitors to enjoy four themes?stay, rest, feel, and well?throughout the four seasons, developing it into a hub for stay-type tourism.
◆ Agriculture, Logistics, Business, and Employment Sectors
The integrated food support center will establish a virtuous cycle system for food, and efforts will be made to include the Southern Inland Railway connecting Daejeon, Hamyang, and Namhae in the 5th National Railway Network Construction Plan, as well as to open the unconnected section of Local Road 1023, building a north-south road network centered on Jirisan and Deogyusan. To create a foundation for corporate investment, the development of the planned investment site in the Singwan district and the investment leading district will be accelerated, strengthening competitiveness in attracting investment through systematic administrative support. Additionally, a database will be built through a job-seeking survey of all residents to minimize difficulties in securing manpower for resident and new companies in the county.
To support these efforts, an organizational restructuring will be implemented to improve administrative inefficiency, and the 2025 budget proposal was compiled at 681 billion KRW, an increase of 30.5 billion KRW from this year, with 607.7 billion KRW in the general account and 73.3 billion KRW in the special account, and submitted to the county council.
In his closing remarks, Governor Jin said, “All public officials including myself will devote all our passion so that the achievements and results accumulated so far can lead to tangible changes in the lives of residents, following the spirit of Choe Chiwon’s ‘Inbaekgicheon (人百己千),’ meaning ‘If others do a hundred, I will do a thousand.’”
