People Power Party Holds Report Meeting on 'Labor Vulnerable Support Act' Proposal
Labor Vulnerable Support Committee to Provide Direct Support to Workers in Small Businesses
Han Dong-hoon: "We Will Do Our Best to Close the Gap"
The People Power Party has decided to propose the so-called 'Labor Vulnerable Support Act,' which includes provisions for workers who are not covered by the Labor Standards Act, such as special employment types, platform workers, freelancers, and workplaces with fewer than five employees, to receive support from the government.
The Labor Vulnerable Support Act aims to establish a Labor Vulnerable Support Committee at the government level to support workers in workplaces with fewer than five employees, special employment types, platform workers, and others. It provides support for employment promotion and job stability, job skill development, job provision, startup promotion and commercialization, as well as small living expense loans, welfare enhancement and rights protection for workers, and incentives for work-family balance.

It is reported that the bill was drafted through discussions involving the People Power Party, the Ministry of Employment and Labor, and private labor sector representatives. The People Power Party has set a policy to differentiate this from the 'Basic Act on Working People' proposed by the Democratic Party, which is a basic law established above the Labor Standards Act.
Han Dong-hoon, leader of the People Power Party, said at the public briefing on the proposal of the Labor Vulnerable Support Act, "The reality is that labor vulnerable groups are not receiving proper legal protection amid legislative gaps and deepening social conflicts," adding, "The legal framework of labor unions is also insufficient, so when problems arise, there is nowhere to turn." He emphasized, "Today's briefing is a pledge that the government and ruling party will become a support for labor vulnerable groups and a promise to do their best to close the gap."
Choo Kyung-ho, floor leader, also said, "We have prepared a system to systematically support labor vulnerable groups at the national level by eliminating blind spots," and added, "Until the effects of change are felt on the ground, everyone here must unite and work together."
Kim Moon-soo, Minister of Employment and Labor, stated, "This bill includes career management and the spread of standard contracts," and said, "The government will work closely with the ruling party to widely inform the public and actively explain to opposition party members to ensure the bill's passage."
