Goyang-si Wins Grand Prize at Excellent Case Competition for Civil Service Improvement

Goyang Special City in Gyeonggi Province (Mayor Lee Dong-hwan) established itself as a leader in civil service administrative innovation by winning the grand prize at the ‘2024 Civil Service Improvement Best Practice Competition’ held on the 22nd.

This competition was organized by Gyeonggi Province to discover and spread excellent cases of civil service, with 19 cities and counties and 4 public institutions participating with 41 outstanding cases, engaging in fierce competition.


The city received high praise for drastically simplifying the procedures for vehicle deregistration recognition and cancellation application. Previously requiring at least two visits, the process was transformed into a ‘one-stop’ service, significantly reducing the time and administrative burden for civil petitioners.


The judging panel stated that Goyang Special City’s civil service improvement case is expected to spread throughout the province and contribute to enhancing the quality of administrative services. In particular, some local governments have already begun preparations to benchmark this case, highlighting Goyang Special City’s innovative improvement as a new standard for administrative development within Gyeonggi Province.


Notably, Kim Jin-seol, Deputy Team Leader of the Vehicle Registration Division of Goyang Special City, who prepared and presented this case, was personally recognized by winning first place in the Gyeonggi Governor’s Award for civil service improvement achievements and innovative presentation.


Deputy Team Leader Kim said, "It is very rewarding to implement the 8th elected administration’s five major municipal goals of ‘citizen-first communication administration’ through civil procedure improvements and to have these achievements recognized externally,” adding, “I will continue to discover policies that provide practical benefits to citizens as a civil service officer.”


This improvement effort shone through the active collaboration between the Vehicle Registration Division of Goyang Special City and the civil service call center counselors. In particular, the call center played a crucial role in the successful establishment of the policy by easily guiding petitioners through complex procedures and responding promptly.


Taking this award as an opportunity, the Vehicle Registration Division of Goyang Special City plans to further expand citizen-centered civil administrative services and increase civil service satisfaction through sustainable policy operation.
