The city of Guri, Gyeonggi Province (Mayor Baek Kyung-hyun) announced on the 25th that it will officially introduce a "paperless contract administration" system starting January 2025. This system requires all documents to be submitted online for all contracts issued by the city, including construction, service, and goods contracts, to enhance efficiency and transparency through the digitalization of contract administration.
Previously, companies had to endure the inconvenience of visiting administrative offices at least 2 to 3 times in person to submit contract documents when signing contracts with the city. The city also faced difficulties such as wasting unnecessary administrative resources due to inefficiencies in information management, including verifying the authenticity of paper contract documents that could be lost, damaged, or forged during storage and management.
Accordingly, the city has improved the process so that companies can easily submit contract documents online by accessing 'Munseo24' and 'Nara Marketplace,' boldly breaking away from the unnecessarily maintained work practices.
This aligns with the government's initiative under the "Digital Platform Government Implementation Plan," which clarifies laws to include electronic documents as originals to reduce unnecessary paper printing of administrative documents.
With the introduction of this system, Guri City expects to play an important role in reducing paper use throughout the entire public contract process, thereby protecting the environment and improving administrative efficiency, while maximizing the transparency and fairness of contracts to increase trust among citizens and businesses.
Mayor Baek Kyung-hyun of Guri said, "By introducing the paperless contract administration system, we will promote convenience for businesses, improve citizens' satisfaction with administrative services, and enhance integrity. We will also actively work to reduce carbon dioxide emissions caused by printed materials to practice carbon neutrality." He added, "By December, we will prepare system manuals, promote the system, conduct staff training, and gather feedback from companies and employees during the pilot operation period to establish the system as soon as possible."
