Goyang-si Announces Change to Basic Plan for Apartment Remodeling

Goyang Special City in Gyeonggi Province (Mayor Lee Dong-hwan) announced on the 22nd that it has revised and promulgated the changes to the "Basic Plan for Apartment Remodeling in Goyang City," which was established in 2018.

The basic plan for apartment remodeling is established every 10 years and reviewed every 5 years for feasibility to systematically manage urban overcrowding and concentrated relocation demand caused by remodeling that increases the number of households.


Accordingly, the city has been reviewing and reorganizing the basic plan for apartment remodeling, which was established and promulgated in 2018, since 2022, and completed approval from Gyeonggi Province on the 15th.


According to the basic plan promulgated on this day, among the 564 apartment complexes subject to use approval under the Housing Act within Goyang City, a total of 460 complexes are eligible for remodeling as of 2025, having been completed more than 15 years ago.


Excluding 53 complexes in scheduled maintenance areas, these complexes were classified according to type criteria as follows: △ 51 complexes for maintenance-type remodeling △ 333 complexes for customized remodeling △ 23 complexes for household-increasing remodeling.


The planned increase in the number of households due to remodeling within the 2025 planning period is 2,375 households, with total permit volumes limited by residential area zones. The impact of this household increase remodeling on infrastructure such as water supply, sewage, parks, schools, and transportation was analyzed and found to be minimal.


Additionally, the revised basic plan secures a larger total permit volume than before and considers the supply volume available due to relocation. It also allows prioritization when multiple apartment remodeling applications are submitted simultaneously, and presents landscape guidelines, public interest securing measures, and remodeling support plans.
