The approval of the land supply plan for the Gyeonggi Goyang Broadcasting and Video Valley urban development project is expected to give a significant boost to the project's progress.

On the 22nd, Goyang Special City announced that it had approved the land supply plan for the Gyeonggi Goyang Broadcasting and Video Valley urban development project, which had been at a standstill due to disagreements with the project implementer, Gyeonggi Housing and Urban Corporation (GH).

With this land supply approval, the supply of land such as △broadcasting facility sites (approximately 170,000㎡) △office and urban support facility sites (approximately 54,000㎡) △detached housing and neighborhood living sites (approximately 30,000㎡) has become possible.


However, the mixed-use residential and commercial complex sites, for which there has been no agreement on the land use plan review, are excluded from this approval.


So far, Goyang City has proposed methods such as public bidding and design competitions to introduce specialized buildings on the broadcasting facility sites, but GH, the project implementer, has maintained a refusal stance citing concerns over deteriorating sales prospects and disputes arising from unfair special contracts.


Additionally, Goyang City requested GH to review the reorganization plan for the mixed-use residential and commercial complex sites to strengthen self-sufficient functions and minimize housing supply, aligning with Goyang’s policy of developing a high-tech self-sufficient city with abundant jobs. However, GH has consistently rejected this, citing reasons such as decreased sales viability and inability to supply land within this year due to delays in permits, causing difficulties.


During this process, Goyang City held multiple meetings with related agencies and inquiries over a long period to reach a consensus with the project implementer regarding disagreements, but GH did not present specific measures for reconsidering the project direction of the mixed-use residential and commercial complex sites, resulting in prolonged difficulties.


Accordingly, Goyang City announced that it would prioritize approval of the land supply plan for the remaining lands excluding the mixed-use residential and commercial complex sites, which have experienced prolonged delays in consultation, emphasizing that this was an unavoidable choice to prevent further project delays, ensure smooth progress of the main broadcasting and video valley project, and resolve complaints from local residents.


A Goyang Special City official stated, “Regarding the mixed-use residential and commercial complex sites, we plan to continue consultations with the project implementer and review approval after establishing a land use plan to strengthen self-sufficient functions and minimize housing supply. The active role of the project implementer (GH) is necessary for successful project progress,” adding, “Goyang City will also continue to communicate, cooperate, and provide diligent administrative support for the prompt and successful advancement of the project.”
