Operation of 'Research Group' for Efficient Maintenance of First-Generation New Towns Such as Bundang, Ilsan, and Sanbon

Gyeonggi Province will operate a 'research group' to improve the efficiency of redevelopment in aging planned cities within the province, such as Bundang, Ilsan, and Sanbon. Earlier, in October, Gyeonggi Province conducted a preliminary consultation on the basic redevelopment plan (draft) for aging planned cities to shorten the required period for redevelopment projects.


On the 22nd, Gyeonggi Province announced that it will operate the aging planned cities research group based on the contents of the research service 'Establishment of Redevelopment Measures for Aging Planned Cities' by Gyeonggi Housing and Urban Corporation (GH) and the advisory opinions presented by the Urban Planning Committee, aiming to accelerate and enhance the approval process of the basic redevelopment plan for aging planned cities.


Currently, redevelopment projects such as reconstruction proceed through procedures including the establishment of a basic plan at the city/county level by the city/county government to Gyeonggi Province, establishment of a redevelopment plan, promotion committee, association approval, project implementation plan approval, management disposition plan approval, commencement of construction, and completion, which takes an average of 12 years.


Among these, the basic plan approval process usually takes about six months, but Gyeonggi Province’s plan is to significantly reduce the time required for residents of the 1st generation new towns who are living in poor residential environments.

Accordingly, the research group will review the rational establishment of the basic redevelopment plan, including ▲ review and planning of infrastructure capacity ▲ setting of standard floor area ratio ▲ improvement of residential environment, and propose alternatives if necessary.


Previously, on the 15th, Gyeonggi Province held the Gyeonggi Urban Planning Committee and conducted preliminary consultations on the basic redevelopment plans of Seongnam City and Bucheon City, completing preliminary consultations for five areas of the 1st generation new towns within the province.


Gyeonggi Province plans to closely cooperate with each city to quickly supplement the opinions presented during the preliminary consultation process and complete the approval of the basic redevelopment plan by the end of this year for local governments that apply for approval by the end of this month.


Lim Gyu-won, head of the Aging New Town Redevelopment Division of Gyeonggi Province, said, "The preliminary consultation and research group are strategies prepared by Gyeonggi Province to simultaneously secure the speed and completeness of the basic redevelopment plan for the 1st generation new towns," adding, "We plan to actively cooperate with the cities to ensure the approval of the basic redevelopment plan within this year."
