Gyeonggi Province announced on the 21st that on the 19th, it conducted an unannounced joint inspection at a construction site in Hwaseong City to verify the fulfillment of the construction machinery lease contract between Hwaseong City and the construction machinery rental company.

The joint inspection aims to strengthen the effectiveness of the investigation into the actual status of construction machinery lease contracts in accordance with the "Construction Machinery Management Act." In July, a joint inspection team was formed with Paju City to conduct unannounced joint inspections at construction sites within Paju City.


The joint inspection team conducted an unannounced inspection at the "Songsan Green City South District Development Project Site (Section 1)" to check the preparation of construction machinery lease contracts, issuance of guarantees for each site, and posting at the site. Although there were no violations such as failure to prepare lease contracts or issue guarantees, on-site guidance was provided to the site personnel to improve proper contract preparation methods and to increase the guarantee amount when issuing guarantees.


After the inspection, the provincial joint inspection team held a meeting at the Mado-myeon Administrative Welfare Center in Hwaseong City with six construction machinery stakeholders, including Provincial Assemblyman Lee Hong-geun, the President of the Gyeonggi Province Chapter of the Korea Construction Machinery Individual Business Operators Association, and the Hwaseong Branch President. They explained related policies for creating a "Gyeonggi Province without Construction Wage Arrears" and listened to voices from the field.


The province explained policies related to creating a Gyeonggi Province free of construction wage arrears, such as the "Direct Confirmation System for Construction Machinery Lease Contracts by the Province" and the "Unannounced Joint Inspections of Construction Machinery Lease Contracts by the Province and City/County," and urged related organizations to actively report to resolve arrears.


Lee Myeong-seon, Director of the Construction Policy Division of Gyeonggi Province, said, "We will continue to cooperate with related organizations to prevent construction machinery payment arrears in advance by fostering a culture of preparing construction machinery lease contracts and to create a Gyeonggi Province without construction wage arrears."


The province plans to continue conducting unannounced joint inspections with city and county authorities at construction sites with numerous complaints and to provide ongoing education to improve the expertise of city and county officials, thereby fostering a culture of proper construction machinery lease contract preparation.


Unfair practices by general construction companies located in the province, such as subcontracting and construction machinery rental payment arrears, can be reported to the "Subcontracting Irregularities Reporting Center" (accessible via the Gyeonggi Provincial Government website > Civil Complaints > Subcontracting Irregularities Report or by phone).
