Busan's Gijang County recently announced on the 21st that amid growing local voices demanding a halt to the revision of the 'Busan Metropolitan City Urban Planning Ordinance,' all 16 districts and counties of Busan City are actively joining in opposition to the ordinance amendment.

At the Busan City District Mayors and County Governors Council meeting held at Geumjeong District Office on the morning of the 21st (Council Chairman: Choi Jin-bong, Mayor of Jung-gu), the agenda proposed by Jeong Jong-bok, Mayor of Gijang County, titled ‘Request for Rejection of the Partial Amendment to the Busan Metropolitan City Urban Planning Ordinance’ was unanimously passed.


The 16 heads of basic local governments attending the meeting agreed that this amendment aims to reduce the authority of basic local governments over conflict-inducing facilities for the convenience of Busan City’s operations and to enforce this reduction. They stated that this is not an improvement but a retrogressive and anachronistic deterioration that goes against the era of local autonomy.


They also unanimously emphasized that since the direct stakeholders of undesirable facilities are the local residents and basic local governments, active participation of local residents in the policy decision-making and implementation process is absolutely necessary.


Mayor Jeong said, “If this amendment passes, the opinions and decision-making rights of local residents regarding various undesirable facilities will be severely undermined,” and earnestly requested, “We sincerely urge the Busan City Council to actively reflect the local public sentiment and definitely reject this ordinance amendment.”


In the afternoon of the same day, Mayor Jeong Jong-bok of Gijang County, together with Mayor Kim Hyung-chan of Gangseo District, visited the Busan City Council and delivered a petition containing the resolute opposition of the District Mayors and County Governors Council to the amendment, strongly urging the Busan City Council to reject the ordinance.
