This award was the result of a rigorous selection process targeting city and county council members in the Gyeonggi Eastern Region who contributed to local autonomy and regional development. Jinseonhwa was recognized for her dedication to improving the welfare of local residents through policy research.

Councilor Jin actively promoted legislative activities for socially vulnerable groups in Yeoju, taking the lead in protecting the rights and interests of disadvantaged groups such as the disabled, children, and women.

In particular, she proposed ordinances such as the 'Yeoju City Ordinance on Lifelong Education Support for Borderline Intellectual Disability' and the 'Partial Amendment to the Yeoju City Ordinance on Encouraging Childbirth and Supporting Childcare for Multi-Child Families,' contributing to the creation of an inclusive community where everyone lives together.

She also proposed practical policy ideas based on communication with residents, including 'Plans for Gathering Opinions on Making Yeoju a Child-Friendly City' and 'Plans for Creating Youth Shelters,' taking the lead in resolving citizens' difficulties.

Councilor Jin said, “This award is not a personal achievement but a result made possible by the trust and encouragement of each and every citizen of Yeoju. I will continue to deeply consider ways to improve the lives of residents and do my best to ensure that these considerations lead to policies that bear real fruit.”

Meanwhile, at the same event, Kang Baek-woon, an administrative officer of the Yeoju City Council, was recognized for his contributions to supporting local legislative activities and received an outstanding employee commendation, earning high praise for his contributions to council operations.
