Continuous Investment in Livelihood Stability, Local Economic Recovery, and Future Growth for Self-Sufficient City Development
On the 20th, Baek Kyung-hyun, Mayor of Guri City, announced the major policies and administrative directions for 2025 through a city administration speech at the 1st plenary session of the 2nd regular meeting of the 342nd Guri City Council.

Mayor Baek Kyung-hyun reflected that 2024 was a year of new growth, challenges, and changes, dedicating his utmost efforts to creating a "Joyful Change, Happier Guri City." He cited key achievements such as the steady progress of the Guri Topyeong 2 Public Housing District Smart Green City project, the opening of the extension of Subway Line 8, the inauguration of Galmae Multi-Sports Center and Guri Youth Culture House, the completion of the second public parking lot at Guri Traditional Market, and the certification of Guri as an age-friendly city by the World Health Organization.
He also emphasized that despite difficult financial conditions, under a solid sound fiscal policy, the city will make every effort to ensure that investments in stabilizing people’s livelihoods, protecting vulnerable groups, revitalizing the local economy, and future growth are not reduced.
He then presented six major directions for city administration in 2025: △ laying the foundation for a self-sufficient city through investment in future growth △ building people-centered metropolitan transportation infrastructure and expanding parking lots △ constructing a livable economic city that revitalizes small business owners △ creating an inclusive welfare city filled with warmth in life △ establishing a healthy and happy city with refined culture △ developing a clean, stable, and sustainable eco-friendly city.
First, to lay the foundation for a self-sufficient city, he announced plans to focus on △ the Guri Topyeong 2 Public Housing District Smart Green City project △ creating an advanced E-commerce city △ promoting the construction of the 4th Industrial Innovation Growth Center △ and prioritizing the incorporation of Guri City into Seoul.
To build metropolitan transportation infrastructure and expand parking by 10,000 spaces, the city will pursue △ the GTX-B line stopping at Galmae Station △ construction of an underground road passing from Wangsuk Streamside to Gangbyeonbuk-ro △ building a transfer center △ expansion of the metropolitan road between Taereung and Guri IC △ construction of a public parking lot at Geombae Neighborhood Park △ installation of a covered parking lot at Galmae 2 detention basin △ construction of a public parking lot at Doldari Yeoulmok Park △ and building underground transfer parking lots at three stations on Line 8.
To build a livable economic city, the city will promote △ revitalization of the local economy through the Guri City Commercial Area Revitalization Foundation △ management stability support such as special guarantees for small business owners △ support for safety and revitalization projects of traditional markets △ additional designation of alley-type shopping districts and Guri Love Gift Certificate events △ and continuous discovery of popular restaurants in Waguri.
For an inclusive welfare city, the city will implement △ increased and newly established allowances for the improvement of treatment for national veterans and others △ public transportation support for seniors aged 65 and over △ construction of a senior center in the cooperative park in Galmae-dong △ provision of 3,172 senior job opportunities △ continuous expansion of childbirth support funds △ and ongoing support for entrance preparation funds for new students in elementary, middle, and high schools.
For a healthy and happy city with culture, the city will pursue △ construction of the Guri City Art Museum △ hosting of the Canola Flower and Cosmos Festivals, Guri Light Festival, and others △ construction of a comprehensive dome stadium within the Topyeong 2 Public Housing District △ creation of an indoor tennis court at Wangsuk Sports Park △ installation of an artificial turf soccer field at the Citizen’s Sports Ground △ establishment of the Guri Citizen Soccer Team △ construction of the Galmae Youth Culture House in the Galmae Station Area District △ establishment of the Guri Office of Education △ free shingles vaccination for seniors aged 65 and over △ conversion of Sutaek Health Branch into a Health Life Support Center △ construction of complex community centers in Galmae-dong and Inchang-dong △ completion of the Sutaek 2-dong Administrative Welfare Center and public parking lot △ and construction of the Gyomun 1-dong Administrative Welfare Center.
For a sustainable eco-friendly city, the city will carry out △ ecological stream restoration of Inchangcheon △ creation of a barrier-free sharing path at Achasan Sirubong Fortress △ water quality improvement of Jangja Lake Ecological Park △ expansion of facilities such as the waterfront deck at Imunan Lake Park △ creation of a 1 km barefoot walking trail along the green belt of Gyeongchunbuk-ro △ major repairs of the resource recovery facility incinerator △ replacement of aging water pipes and replacement of branch pipes over 30 years old.
To this end, the city has prepared and submitted to the city council the 2025 main budget totaling 742.7 billion KRW (general account 646.4 billion KRW, special account 96.3 billion KRW), an increase of 4.8 billion KRW (0.65%) compared to the previous year.
Mayor Baek Kyung-hyun of Guri City said, “Next year’s budget is focused on essential areas such as support for low-income residents, seniors, and vulnerable groups to stabilize people’s livelihoods, revitalization of small business owners and alley commercial districts, and indispensable projects to enhance our city’s future growth and competitiveness.” He added, “I ask for the cooperation of the city council so that these projects can be carried out smoothly next year.”
