"Refusing to Pay 8.5 Billion Won in Taxes... Hwaseong City Reveals New High-Value, Habitual Tax Delinquents"

Mr. A, who resides in Seoul, has been delinquent on three local taxes, including local income tax amounting to 8.513 billion KRW, payable to Hwaseong City, Gyeonggi Province, as of December 2022. This is the highest amount among the high-value habitual local tax delinquents newly disclosed by Hwaseong City on the 20th.

On this day, Hwaseong City published the list of newly identified high-value habitual delinquents of local taxes and local administrative penalty charges on its official website. The disclosure targets are those who, as of January 1 of this year, have had their delinquency period exceed one year and whose delinquent amount exceeds 10 million KRW.

The disclosed delinquents include 143 individuals and 117 corporations for local taxes, with a total delinquent amount of 22.7 billion KRW. For local administrative penalty charges, there are 14 individuals and 12 corporations, with a delinquent amount of 3.6 billion KRW. The disclosed information includes the delinquent party’s name, corporate name (including representatives), age, address or place of business, delinquent amount, delinquent tax items, payment deadline, and reasons for delinquency.

The list disclosure targets are determined through deliberation by the Gyeonggi Provincial Local Tax Deliberation Committee for those who, despite prior notification and opportunities to pay or explain, fail to pay local taxes or local administrative penalty charges or fail to provide reasons without special cause.

The city informed the targets in advance in March and provided a six-month opportunity to explain and encouraged payment compliance. As a result, 1.247 billion KRW in local taxes and 597 million KRW in local administrative penalty charges, totaling 1.844 billion KRW, were collected.

Oh Chu-seop, Head of the Collection Division of Hwaseong City, stated, "For high-value habitual delinquents, we will enforce strong collection measures such as license plate seizure, home searches, auction of seized properties, and travel bans. We will thoroughly track and collect from those who deliberately fail to fulfill their tax obligations through a strong tracking team to realize tax justice."
