Presentation of the 2025 'Military Administration Direction' in the Policy Speech
Kim Hee-su, Jindo County Governor, announced the direction of county administration for 2025 during the 1st plenary session of the 302nd Jindo County Council held at the Jindo County Council main chamber on the 20th.
In his policy speech, Governor Kim stated, "This year was full of difficulties such as the government's fiscal austerity policy and concentrated summer heavy rains, but it was a year in which we overcame the crisis and externally demonstrated Jindo County's potential and capabilities."
For next year's county administration direction, Governor Kim presented seven key goals: △ Establishing a foundation for the development of agriculture and fisheries for shared prosperity △ Building a welfare safety net that adds warmth to life, strengthening pro-childbirth and childcare policies, and responding to local extinction △ Creating a representative cultural city of Korea where history, nature, and tourism harmonize △ Making Jindo a beautiful and livable place where flowers bloom 365 days a year △ Ensuring a safe environment free from disasters, accidents, and calamities △ Discovering future new growth engines and practicing citizen-serving administration.

First, to establish a foundation for the development of agriculture and fisheries for shared prosperity, new income cultivation complexes will be fostered and supported to replace unstable supply and demand items. Additionally, public-private cooperative regional win-win projects selected through public contests will be promoted to establish a stable distribution system for agricultural and fishery products and enhance product competitiveness.
To build a welfare safety net that adds warmth to life, support measures such as job projects for the elderly and disabled will be strengthened. Furthermore, financial support will be provided for knee artificial joint surgeries and eye disease surgeries for seniors aged 60 and above who meet income requirements to help them enjoy a healthy old age.
As part of the policy to strengthen pro-childbirth and childcare measures and respond to local extinction, an integrated support center for pregnancy, childbirth, and childcare will be completed to provide integrated services from pregnancy through childcare. Also, starting from January 1 of this year, a basic birth allowance of 200,000 KRW per month will be paid to all children registered as born in Jindo County from age 1 to 18. Detailed related matters are currently under consultation between Jeollanam-do and the Ministry of Health and Welfare.
To create a representative cultural city of Korea where history, nature, and tourism harmonize, large-scale tourism infrastructure projects such as the "Jeonnam-type Balanced Development 300 Project," selected last year through public contests, will be actively launched. Additionally, a newly secured project to develop a dog-friendly camping site at the Arirang Village tourist attraction will be promoted to revitalize the Arirang Village tourist site.
To discover future new growth engines and practice citizen-serving administration, a preliminary feasibility study for the construction of the Jindo County railway network will be conducted to actively promote the extension of the Honam High-Speed Railway line to Jindo to be included in the 5th National Railway Network Construction Plan. Large-scale renewable energy projects such as solar power generation and offshore wind power generation will be promoted as citizen co-prosperity projects through profit-sharing systems.
Governor Kim said, "Although there are difficulties such as reductions in local allocation tax due to the fiscal austerity policy, we ask for the unwavering support and cooperation of the citizens and the county council so that Jindo can unite its citizens and soar into the future in 2025 by using this year's achievements as a driving force."
Meanwhile, Jindo County's budget proposal for next year is 436.2 billion KRW, an increase of 14.33 billion KRW compared to this year. The budget was strategically prepared by boldly cutting unnecessary projects and reducing current expenses.
