The Joguk Innovation Party has drafted and disclosed a preliminary impeachment proposal against President Yoon Seok-yeol. The Joguk Innovation Party plans to use the disclosure of the draft as an opportunity to call on opposition parties such as the Democratic Party of Korea to join in proposing the impeachment. The initiation of a presidential impeachment proposal requires the agreement of the majority of National Assembly members.


On the morning of the 20th, Cho Guk, leader of the Joguk Innovation Party, attended the 'Press Conference on the Disclosure of the Draft Impeachment Proposal against President Yoon Seok-yeol' held at Gwanghwamun Square in Jongno-gu, Seoul, and said, "To properly push forward the impeachment, we will firmly establish facts and logic." He continued, "We disclose the draft impeachment proposal against President Yoon, prepared with the single-minded purpose of national prosperity and love for the people," emphasizing, "Impeachment is a democratic and legal procedure stipulated by the Constitution." He also stated, "The reason the Joguk Innovation Party is taking the lead in disclosing the draft is because we must not miss the golden time (critical period) to bring an early end to the Yoon administration."

The Joguk Innovation Party has established the '3nyeon-eun neomu gilda teukbyeol wiwonhoe (Impeachment Promotion Committee)' within the party to prepare the impeachment proposal. To propose a presidential impeachment in the National Assembly, the support of a majority of lawmakers, that is, 150 members, is required. Accordingly, the Joguk Innovation Party is expected to persuade the Democratic Party, which holds the majority of seats. On the same day, Hwang Unha, floor leader of the Joguk Innovation Party, said, "We will deliver the draft impeachment proposal to the Democratic Party and use it as material to start discussions on impeachment," adding, "We will devote ourselves to forming a consensus to secure the quorum."


The Joguk Innovation Party included 15 reasons for President Yoon's violations of the Constitution and laws in the draft impeachment proposal. The specific grounds for impeachment are: ① involvement in the non-prosecution of stock manipulation in Deutsche Motors ② preferential treatment in changing the route of the Seoul-Yangpyeong Expressway ③ luxury handbags of the president's spouse ④ corruption in the construction of the presidential office and residence ⑤ abuse of veto power by the president ⑥ pressure to downplay and conceal the investigation into the death of Corporal Chae Su-geun ⑦ abuse of authority in customs drug investigations ⑧ interference in party affairs by the president ⑨ the Myung Taekyun state affairs manipulation gate ⑩ governance by enforcement decrees infringing on the legislative power of the National Assembly ⑪ denial of the legal continuity of the Provisional Government of the Republic of Korea and appointment of New Right figures ⑫ submissive diplomacy toward Japan including the third-party compensation plan for forced mobilization and the comfort women issue ⑬ ocean dumping of contaminated water from Fukushima, Japan ⑭ Itaewon disaster ⑮ infringement on freedom of the press.


However, it was noted that there are limitations as some matters are still under prosecution and require further fact-checking. The Joguk Innovation Party stated that it will develop the impeachment proposal by reflecting the opinions of experts and the public.

To pass the impeachment proposal, a two-thirds majority vote of 200 National Assembly members is required. Even within the ruling People Power Party, defections must occur for the impeachment proposal to be approved. Kim Bo-hyeop, chief spokesperson, said, "There are many within the People Power Party who are seriously considering whether the Yoon administration can maintain the direction of state affairs without any change for the remaining two and a half years," adding, "We expect a wise judgment."
