A report that provides an overview of the export permit and control procedures for China has been released.
On the 20th, the Ministry of Trade, Industry and Energy and KOTRA announced the publication of a 64-page report titled "Understanding China's Export Control System: Focusing on Structure, Procedures, and Response Methods," which offers an in-depth analysis of China's export control system and legal framework.
The report provides clear interpretations and practical guidance for effectively responding to customs issues and regulatory factors encountered when importing goods from China.

China manages export items by classifying them into prohibited, controlled, and freely exportable categories. For controlled items, export permits or quota systems are used to strengthen control. This report clearly explains such management systems and specifically addresses the applicable regulations and exceptions for each item category.
For example, items, technologies, services, and data that can be used for both military and civilian purposes are classified as dual-use items and are managed under the "Dual-Use Items Export Control Regulation," which will take effect next month. This regulation imposes controls on end-users and usage purposes and assigns obligations to responsible parties, with export permit acquisition procedures varying depending on the type of item.
When responding to China's export control system, it is important to establish a clear strategy during the initial investigation stage.
The report details the export permit issuance procedures by item, the number of times customs clearance is allowed, necessary detailed requirements and documents, providing companies with specific preparations needed when importing controlled items.
It also thoroughly organizes precautions and essential requirements for applying for permits for items with stringent export controls, such as critical minerals and high-performance materials. Additionally, it covers corporate compliance matters, including export control investigation procedures, confidentiality, and cooperation obligations.
