Goyang City Holds Final Report Meeting on 'Changneungcheon Integrated River Project Basic Plan'

Announcement of the Changneungcheon Maintenance Roadmap Where History, Culture, and Ecology Breathe from Bukhansan to the Han River

Goyang Special City, Gyeonggi Province (Mayor Lee Dong-hwan) announced on the 19th that it held the "Final Report Meeting on the Basic Plan and Feasibility Study for the Changneungcheon Integrated River Project" at KINTEX Exhibition Hall 2 on the 18th to successfully promote the Changneungcheon Integrated River Project.

The final report meeting was attended by about 70 people, including Lee Dong-hwan, Mayor of Goyang Special City, Lee Jae-oh, Chairman of the Advisory Committee, advisory committee members for the integrated river project, and related organizations such as Eunpyeong-gu, Seoul.


In his greeting, Mayor Lee Dong-hwan of Goyang Special City said, "Flood control projects in the lower reaches affected by the Han River drainage and the maintenance project of Changneungcheon within the 3rd New Town Changneung District will be prioritized," adding, "We will do our best to transform Changneungcheon into an attractive waterfront space that provides rest and leisure to the citizens of Goyang Special City through a phased integrated river project."


At the meeting, Dr. Lee Doo-han from the Water Resources Headquarters of the Korea Institute of Civil Engineering and Building Technology gave a special lecture titled "Local River Management Directions in the Era of Climate Change," covering the Ministry of Environment’s policy directions in response to the rapidly changing climate crisis, the importance of flood control management for local rivers, and management plans.


As a specialized plan for the integrated river project, plans for constructing an upstream stormwater retention facility and a 42.195 km marathon course connecting Goyang Hangang Park, Changneungcheon, and Daedeok Ecological Park were also announced, attracting the attention of attendees.


Additionally, based on the basic plan reviewed with the advisory committee, the city announced a phased roadmap for the Changneungcheon maintenance project.


Starting next year, a river maintenance project for the drainage impact section, with a total project cost of approximately 50 billion KRW, promoted by the Ministry of Environment (Han River Basin Environmental Office), is scheduled to begin construction, aiming for completion in 2027.


Along with the construction and maintenance of embankments in the downstream area around Gangmae-dong and the expansion of the Gangmae Pump Station, it is expected that flood damage caused by river overflow and poor internal drainage will be further prevented.


The maintenance of the Goyang Changneung District section located in the midstream of Changneungcheon is also planned to be completed by 2029. The Changneung District is a new town with a planned population of about 91,000, formed on both sides of Changneungcheon.


The city plans to closely cooperate with the Korea Land and Housing Corporation, the project implementer of the 3rd New Town, to introduce various waterfront spaces and create a new waterfront vitality hub through the creation of a rich and clear river.


Furthermore, the city announced a zonal maintenance plan for the entire 18.4 km of Changneungcheon. The basic plan for Changneungcheon, composed of four zones?▲Historical Ecological Zone ▲Waterfront Hub Zone ▲Neighborhood Waterfront Zone ▲Scenic and Recreation Zone?includes the creation of waterfront spaces integrated with the riverside park within the Changneung District, continuous bicycle and walking paths within the floodplain, and water flow, water quality, and ecological plans to preserve the river ecosystem.


A Goyang Special City official stated, "Although a foundation has been laid for the maintenance of Changneungcheon through a regionally tailored integrated river project, budget cooperation from Gyeonggi Province and Seoul (Eunpyeong-gu) is needed going forward," adding, "We plan to continuously promote Changneungcheon maintenance that citizens can feel by securing additional national funding through the elevation of the river to a national river."
