Gwanak-gu, located at the foot of Gwanaksan Mountain, has many steep roads and frequently icy road sections compared to other districts in Seoul due to its geographical characteristics, making it difficult to quickly deploy snow removal vehicles in many areas.
In response, Gwanak-gu (Mayor Park Junhee) has begun thorough preparations to minimize residents' inconvenience during the winter snow removal period in anticipation of disasters such as heavy snowfall and snowstorms this winter.
First, the district has designated the period from November 15 to March 15 of the following year as the "Winter Snow Removal Period" and operates a Disaster Countermeasures Headquarters.
The Disaster Safety Countermeasures Headquarters issues a total of five emergency levels, divided into stages 1 to 3 based on snowfall amounts when the Korea Meteorological Administration forecasts snow, including normal and reinforcement stages.
Additionally, the Disaster Safety Countermeasures Headquarters operates a disaster safety situation room 24 hours a day, identifies risk factors, monitors road conditions in real-time through closed-circuit television (CCTV), and oversees snow removal operations throughout the entire area.
Moreover, to enable rapid and safe snow removal on steep hills and difficult sections, the district has been actively promoting the "Smart Road Heating System" project since the end of 2021, completing the installation of heating cables in ▲5 locations totaling 2,600 meters in 2022 and ▲13 locations totaling 4,190 meters in 2023.
This year, to ensure thorough snow removal preparedness, the heating cables have been significantly extended to 34 locations covering 10,136 meters.
The district has also secured approximately 2,000 tons of snow removal agents and improved user convenience by reducing the packaging weight of some snow removal agents from 25kg to 15kg, allowing residents to use them more easily when it snows.
In addition, based on the snow removal status in each neighborhood, the district plans to promptly dispatch four small snow removal machines and support 10 newly introduced "small snow removal machines for sidewalks" this year to assist with snow removal operations.
Furthermore, safety line warning lights indicating the spread range of snow removal agents will be installed at the rear of snow removal vehicles, aiming to improve the snow removal method for residents to be more convenient and efficient.
Mayor Park Junhee stated, "We are making every effort to minimize residents' inconvenience and create a safe Gwanak-gu during winter in preparation for heavy snowfall this winter," and added, "We hope residents actively participate in clearing snow in front of their homes and shops."
