Busan City will launch the first phase of the advanced service of the 'Blockchain-based Busan Citizen Platform,' currently operated through the Dongbaekjeon mobile app, starting December 2, ahead of the full implementation of the 'Busan Citizen Platform' in January 2026.

The 'Busan Citizen Platform' is an all-in-one digital platform that allows users to access all administrative services and Busan-related information through a single app, supported by blockchain technology and artificial intelligence (AI). It is closely connected with the local economy system, including volunteer connections and local currency, and will be completely transformed through the second phase of advancement in January 2026.


The city, together with Busan Bank, the operator of Dongbaekjeon, has promoted this first phase of advancement to strengthen the identity of the 'Busan Citizen Platform' and enhance convenience.


As the first step toward becoming the city's representative platform, the mobile app 'Busan Dongbaekjeon' will be renamed and rebranded as 'Busan Is Good Dongbaekjeon' on December 2.


The overall design will be revamped to improve user convenience and enhance visibility.


The app name reflects the city brand slogan that embodies Busan’s values, potential, and identity.


It is a new name referring to the higher concept of the 'Busan Life Comprehensive Platform,' which encompasses Dongbaekjeon, additional services currently provided by the Dongbaekjeon app, and various other administrative services.


Additionally, a new service called 'Busan Happiness Mileage' will be introduced, linked to volunteer work, the 15-minute city concept, and health promotion, embodying the meaning of 'Busan citizens building happiness together.' 'Busan Happiness Mileage' is a point system that will be piloted from December 2 until April 30, 2025.


With the goal of making happiness a daily practice among citizens to create a warm community, points will be awarded for completing various missions such as ▲volunteering ▲visiting 15-minute city facilities ▲walking.


Accumulated points can be converted into Dongbaekjeon within the reward limit and used like cash or at discount-affiliated stores.


The program will recruit 50,000 Busan citizens on a first-come, first-served basis, and registration will be available through the 'Busan Is Good Dongbaekjeon' app starting December 2.

Furthermore, to minimize citizen inconvenience caused by the app renewal, the city has begun preparations including prior notifications and testing.


Pre-notifications will be sent via app push alerts to Dongbaekjeon app subscribers, and citizens will be informed through online and offline media.


From December 2, existing app users can access the service through an update, and new users can search for and install 'Busan Is Good Dongbaekjeon' from app markets.


In May, the city launched a pilot project by integrating the 'Citizen Platform' into the Dongbaekjeon app, which included features such as ▲digital citizen ID ▲policy fund applications ▲15-minute city living area maps.


Mayor Park Hyung-jun stated, "'Busan Citizen Platform' aims to provide integrated digital services covering essential financial, private, and public services in daily life through a single app, enabling all Busan citizens to enjoy a smart daily life. We will develop it into a 'Busan Citizen Platform' that offers convenience comparable to private platforms and naturally blends into citizens’ everyday lives."
