The human resources field is a very important area within an organization.


It is people who do the work, and ultimately it is people who lead the organization. For this reason, human resources, which involves placing the right people in the right positions within the organization, is the most important task.


The public sector is no different. Not only the Seoul Metropolitan Government but also the 25 autonomous districts of Seoul have begun preparations to draft the New Year personnel plans ahead of the year-end personnel changes.


The Seoul Metropolitan Government is currently busy with the retirement of high-ranking officials such as vice mayors and the promotion process for new Grade 3 (Director-level) positions. A significant reshuffle is expected in this personnel move, drawing attention.


The Seoul autonomous districts have also started preparations for the New Year personnel changes. Although the number of promotions is smaller compared to Seoul, they conduct personnel work according to the number of promotion positions, considering retirements of Grade 4 (Director-level) officials and the establishment of new organizations.


In this context, the HR department heads in Seoul and the HR team leaders in the autonomous districts play very important roles. They receive personnel guidelines from the personnel authorities, the mayor and district heads, and carry out subsequent tasks.


Among these important HR team leaders in Seoul’s autonomous districts, it is noteworthy that public relations personnel such as former press team leaders or press officers have been consecutively appointed.

Park Chang-jo, HR team leader of Jongno-gu, is a talent selected by District Mayor Jeong Mun-heon, having come from the press team leader position. Since his time as a press officer in the press team, he was a calm and highly capable civil servant with a promising future.


Park, now serving as the HR team leader for the 8th elected term of Jongno-gu, is recognized by Mayor Jeong Mun-heon.


Song Hee-nam, HR team leader of Yeongdeungpo-gu, also comes from a press officer background. After being promoted to Grade 6, he held key positions such as Vision Team Leader and Audit Team Leader, and was appointed HR team leader by the 8th elected term Yeongdeungpo-gu Mayor Choi Ho-gwon, earning trust from both senior and junior colleagues.


Mayor Choi Ho-gwon of Yeongdeungpo-gu is expected to establish the Future City Bureau as of January 1 next year, accelerating efforts in youth affairs and the creation of garden cities.


Hong Seung-hee, HR team leader of Dongdaemun-gu, was appointed as the press team leader for the 8th elected term and was evaluated as having faithfully managed media relations. After briefly serving as the administrative team leader in Yongsin-dong, she was appointed HR team leader last month.


Hong is an HR expert who worked in the HR team from 2012 to 2015 and is considered a suitable candidate due to her extensive knowledge of executives and many public officials.


Earlier, Kim Ki-seok, press team leader of Gwangjin-gu during the 6th elected term, was appointed HR team leader and is famous for upgrading Gwangjin-gu’s personnel system to the extent of receiving national-level awards.


The appointment of public relations personnel who can understand overall district administration as HR team leaders in Seoul’s autonomous districts appears to be evidence of the growing importance of public relations.
