Exploring Exchange and Cooperation Between Pohang and Baku with Similar Industrial Environments
Pohang City is making every effort to attract international conferences to leap forward as a leading carbon-neutral city and a global MICE city.

Mayor Lee Kang-deok of Pohang, who is participating in the ‘29th United Nations Climate Change Conference of the Parties (COP29)’ held in Baku, Azerbaijan, met with key figures on the 14th (local time) to discuss cooperation plans for attracting international conferences to Pohang.
On this day, Mayor Lee met with Han Hwa-jin, the private chairman of the 2050 Carbon Neutral Green Growth Committee, to introduce local climate change response policies and discuss ways to share carbon neutrality cases with the international community. He also emphasized Pohang’s MICE industry capabilities and requested support for attracting international conferences to Pohang.
He also met with Kim Sang-hyup, the newly appointed Secretary-General of the Global Green Growth Institute (GGGI), explaining efforts to strengthen Pohang’s capacity to attract international conferences, including expanding partnerships with international organizations, and proposed him as an ambassador for the WGGF (tentative name: World Green Growth Forum) to be held in Pohang in 2025.
That evening, Mayor Lee Kang-deok attended a meeting with Lee Eun-yong, the Ambassador to Azerbaijan, and the chairpersons of the Korea-Azerbaijan Cultural Exchange Association (SEBA).
The Korea-Azerbaijan Cultural Exchange Association (SEBA), established in 2004, actively conducts cultural events, seminars, academic exchanges, and economic cooperation projects between Korea and Azerbaijan.

In particular, Pohang, South Korea, and Baku, Azerbaijan, share many similarities such as being port cities, industrial centers, and environmental issues caused by industrial development. Mayor Lee explored ways to promote exchange and cooperation between Pohang and Baku.
On the morning of the same day, Mayor Lee attended the UGIH session held at the United Nations Global Innovation Hub (UGIH) pavilion and suggested measures for effective climate action in cities.
He also participated in a panel discussion on the project planned by UGIH to accelerate urban climate action under the theme ‘Intercity Cooperation to Overcome the Climate Crisis,’ sharing Pohang City’s multifaceted efforts and achievements toward carbon neutrality and emphasizing the importance of building an international cooperation network among cities.
Mayor Lee Kang-deok said, “As a leading carbon-neutral city, we will continue to make great efforts such as building networks to respond to the global climate crisis and derive innovative carbon neutrality measures. Based on these efforts, we will achieve tangible results such as attracting international conferences and leap forward as a global MICE hub city, Pohang.”
After completing his schedule in Baku, Azerbaijan, Mayor Lee Kang-deok will move to Istanbul, Turkey, on the 15th. In Istanbul, he plans to visit Beyo?lu, a center of arts and entertainment, to strengthen friendship between cities, and give a special lecture on ‘Pohang’s Industrial Transformation and Youth Policies for Future Generations’ to Korean language and literature students at Istanbul University.
