Measures in Five Areas: Snow Removal, Cold Wave, Safety, Health Environment, and Livelihood
Strengthening Snow Removal Response System... Adding 3 Road Heating Sites and 4 Automatic Liquid Sprayers, Expanding Installation of Snow Removal Boxes and Calcium Chloride Storage Houses... Increasing Winter Support Payments for Vulnerable Groups (8,001 Households → 9,100 Households), Influenza Vaccination Available Until April 30 Next Year, etc.
Guro-gu will implement the '2024 Winter Comprehensive Measures' for four months from November 15 to March 15 of next year.
The district announced that it has established comprehensive winter measures covering 23 key tasks across five areas (△Snow Removal Measures △Cold Wave Measures △Safety Measures △Health and Environment Measures △Livelihood Measures) to ensure that all residents can spend a warm and safe winter. These measures aim not only to prevent various winter disasters and accidents such as cold waves, heavy snowfall, and fires but also to provide support and safety management for vulnerable groups affected by the cold.
This year’s comprehensive measures include plans to ▲secure road safety through a rapid and smart snow removal response system and emergency transportation measures according to emergency levels, ▲support vulnerable groups by promoting a warm winter, ▲ensure residents’ safety by strengthening inspections of facilities vulnerable to snowfall, ▲manage residents’ health by promoting flu prevention and cleaning measures to create a pleasant environment, and ▲stabilize residents’ livelihoods through stable price guidance and management of living costs and stable energy supply.
Notably, compared to last year, the snow removal management system and resident safety management in preparation for heavy snowfall have been significantly strengthened.
First, as part of snow removal measures, the number of road heating cables will be expanded from 8 locations to 11, and 4 additional automatic liquid spreaders will be secured, operating a total of 41 units. The smart snow removal system will prepare for sudden heavy snowfall and enhance traffic safety.
Additionally, for residents’ convenience in snow removal, the number of calcium chloride storage houses placed in snow removal vulnerable areas by neighborhood will increase from 541 to 605 locations, and snow removal boxes on major roads will be expanded from 143 to 148 locations.
Support and protection measures for low-income vulnerable groups struggling with the cold wave have also been expanded.
The number of households receiving winter support funds for vulnerable groups such as basic livelihood security recipients, medical aid recipients, and low-income veterans has increased from 8,001 to 9,100 households. Also, the one-stop service ‘Artificial Intelligence (AI) Anbu Dundeun Service,’ which monitors the condition of 33 households at risk of solitary death in the area by analyzing communication data such as electricity usage, call, and text records and provides dispatch upon detecting danger, has been included in this year’s comprehensive measures.
To prevent influenza infections that are prevalent in winter, influenza vaccinations for vulnerable groups will be extended for four months until April 30 of next year, with full efforts focused on resident safety management.
Furthermore, to stabilize prices for ordinary citizens during winter, the number of Good Price Stores will be expanded from 53 to 99 compared to the previous year, and new stores will continue to be discovered. A new ICT wildfire monitoring platform using closed-circuit television (CCTV), unmanned aerial vehicles (drones), and artificial intelligence (AI) analysis technology will be established to detect winter wildfires early and respond swiftly.
A Guro-gu official said, “We will strongly promote not only the existing contents but also the reinforced measures in this year’s winter comprehensive plan,” and added, “We hope all residents will pay attention to and look after neighbors in need so that everyone can spend a safe and warm winter.”
