Effective January 1 Next Year... Strengthening Internal Organization Without Staff Increase, Establishing Support Organization for International Garden Expo
Ulsan City has prepared a plan for the "2024 Second Half Organizational Restructuring" to enhance organizational efficiency in the fields of economy, industry, and corporate investment, prepare for large-scale international events, and promote the continuous development of the Haeoreum Alliance. On the 14th, it announced the legislative notice for the "Ordinance Amendment on the Establishment of Administrative Organizations (Draft)" and the "Ordinance Amendment on the Number of Public Officials (Draft)" for this purpose.
The main content of the restructuring plan involves organizational changes to improve efficiency in the economy, industry, and corporate investment sectors. The Future Strategy Bureau will be renamed the Corporate Investment Bureau, and the Future Strategy Planning Division, which is responsible for pledge implementation, will transfer its duties to the Policy Development Team within the Policy Planning Officer's office.
The New Industry Division will be placed under the Economic Industry Office, and the Corporate Support Division will be placed under the Corporate Investment Bureau, respectively, to further streamline the execution of tasks in the economy, industry, and corporate investment sectors.
The University Youth Division will be renamed the University Cooperation Division, and the Low-Carbon Industry Team within the New Industry Division will be transferred to the Energy Industry Division.
As part of organizational restructuring to prepare for large-scale international events and promote the continuous development of the Haeoreum Alliance, an International Garden Expo Promotion Team will be newly established within the Green Space and Garden Bureau to build an organization in preparation for the 2028 International Garden Expo. Additionally, the Haeoreum Alliance Wide-Area Promotion Team will be expanded and reorganized into a Grade 4 division-level unit to strengthen the cooperation system among Ulsan, Pohang, and Gyeongju.
The Future Development Department within the Free Economic Zone Authority will be renamed the Innovation Growth Support Department, and an Innovation Growth Support Team will be newly established within it to exclusively support innovation growth following the additional designation of free economic zones.
This restructuring, the sixth under the 8th elected administration, will proceed without changes in the number of general and firefighting personnel in accordance with the Ministry of the Interior and Safety's policy of freezing personnel numbers.
However, as part of the comprehensive measures for the national safety system restructuring, the total number of personnel will increase from 3,469 to 3,473 due to the addition of four police officers reflecting amendments to the "Regulations on the Number of Firefighters and Police Officers in Local Governments."
An official from Ulsan City stated, "We have prepared this restructuring plan to enhance organizational efficiency through the reorganization of institutions in the economy, industry, and corporate investment sectors, and to support the preparation for the 2028 International Garden Expo and the continuous development of the Ulsan-Pohang-Gyeongju Haeoreum Alliance."
This ordinance will be implemented on January 1, 2025, following approval by the Ulsan City Council.
