Gwanak-gu Implements Comprehensive Winter Measures for Cold Waves, Snow Removal, Safety, and Daily Life


Mobilizing All District Capabilities to Prevent Winter Vulnerabilities and Safety Accidents and Ensure Residents' Stability
Implementing Measures in Four Key Areas (Cold Wave, Snow Removal, Safety, Daily Life)

Gwanak-gu (Mayor Park Jun-hee) has established and is implementing a comprehensive winter plan to prepare for cold waves and heavy snowfall during the winter season, aiming for "a safe and warm winter for all residents."


The district has prepared measures in four key areas closely related to residents' winter life: ▲cold waves ▲snow removal ▲safety ▲daily life, and will actively implement them from November 15 until March 15, 2025.


First, to prepare for winter cold waves, the district operates a 24-hour comprehensive support situation room to ensure rapid communication and preparedness against cold wave damage. Especially this year, to strengthen response capabilities during cold wave warnings, the number of nighttime cold wave emergency shelters will be expanded from 2 to 4.


Additionally, the district shares warm care to ensure no neighbors are left out during the cold winter. Through the "Hope Ondol Warm Winter Campaign," which involves all residents and staff, warmth is shared with neighbors in need. The district also focuses on discovering households in crisis during winter by diversifying welfare blind spot prevention publicity channels and operating resident-participatory welfare communities.


Through this, the welfare blind spots are narrowed with a dense welfare network by providing tailored support measures for vulnerable groups such as elderly living alone, children at risk of food insecurity, and homeless people. In particular, this year, the target groups for life support workers and customized care services for the elderly will be expanded to prevent social isolation of seniors and improve their quality of life.


Furthermore, to prepare for vulnerable heavy snowfall during winter, the Disaster Safety Countermeasures Headquarters will be operated continuously to maintain a flawless response system against sudden weather conditions. Snow removal capabilities will be strengthened by expanding the installation of smart road heating systems on steep slopes and introducing projectors for snow removal vehicles.

The district also does not overlook prior preparations by establishing action plans for snow removal vulnerable points and securing manpower, equipment, and materials. Moreover, through the "Snow Removal in Front of My House and Store" campaign with residents, participation essential for snow removal is encouraged.


Above all, full efforts are made to prevent safety accidents to protect residents' safety. Various construction sites and facilities are inspected in advance, and corrective actions are taken based on inspection results.


By operating the Disaster Safety Situation Room, rapid response is ensured in case of emergencies, and the Wildfire Prevention Headquarters and Gas Accident Response Team are operated to prepare for wildfires and gas accidents. Multi-use facilities are divided into sectors such as social welfare facilities, cultural facilities, large public baths, parks, traditional markets, and public parking lots, and customized safety inspections are conducted for each facility to create a safe Gwanak without accidents.


Lastly, in the daily life sector, to prepare for fine dust that intensifies every winter through early spring, a Fine Dust Disaster Safety Countermeasures Headquarters will be formed to ensure rapid communication and response.


To prevent inconvenience to residents in daily life, in addition to existing cleaning measures, a separate winter cleaning plan will be established to resolve residents' inconveniences related to winter waste and to prevent safety accidents among workers.


Additionally, efforts will be made to manage prices closely related to residents' lives through focused item guidance and inspections during winter, and energy welfare will be realized by providing energy vouchers to energy-poor households.


Mayor Park Jun-hee said, "Through the establishment of the comprehensive winter plan, we plan to activate all systems to prevent various disasters and safety accidents," adding, "We will do our best to ensure that all residents can spend a safe and warm winter."
