County Governor Kim Yoon-cheol: "Realizing Hapcheon Where Everyone, Young and Old, Wants to Live Happily"
Hapcheon-gun, Gyeongnam Province, is promoting the ▲Youth Newlywed Happy Housing Construction Project ▲Youth Public Rental Housing Construction Project ▲Senior Welfare Housing Construction Project to respond to population extinction through improving residential conditions and to realize elderly welfare.
The Youth Newlywed Happy Housing project aims to provide a stable residential environment for youth and newlyweds, increasing the young population and establishing a youthful and dynamic image of Hapcheon.
A total budget of 13.4 billion KRW (7 billion KRW from the Local Extinction Response Fund, 1.5 billion KRW from national funds, and 4.9 billion KRW from county funds) will be invested, and the building is planned to be six stories high. The permanent rental housing will consist of 20 units with a net floor area of 38㎡ and 10 units with a net floor area of 70㎡. Eligible residents are youth residents of Hapcheon-gun aged 19 to 39 and newlyweds within seven years of marriage registration. Move-in is scheduled for December 2026.
This project is expected to reduce the economic burden on youth and newlyweds and contribute to enhancing Hapcheon’s image as a happy place to live.
The Youth Public Rental Housing project was confirmed as a 2023 Local Extinction Response Fund project, with a total investment of 8.5 billion KRW (5.8 billion KRW from the Local Extinction Response Fund and 2.7 billion KRW from county funds).
It will be constructed as a seven-story building, providing 30 units of permanent rental housing with a net floor area of 38㎡. Eligible residents are youth aged 19 to 39. Currently, the design competition is being prepared, and move-in is scheduled for April 2027.
The Youth Public Rental Housing project is a strategy to prevent the outflow of young people caused by aging housing and high housing prices, and to promote the influx of external youth, transforming Hapcheon into a vibrant city. By solving problems such as aging housing and insufficient private housing supply, it is expected to suppress the outflow of the core age group of people in their 20s to 40s and revitalize the city.
Hapcheon-gun is a super-aged area, with 43.6% of the total population aged 65 or older. Accordingly, there is a very high policy need for elderly housing welfare. Senior Welfare Housing will provide a stable residential environment for elderly people living in inadequate or poor conditions and will be an essential facility for comfortable old-age life.
County Governor Kim Yoon-cheol stated, “By providing a stable residential environment, we will prevent the outflow of young people and strengthen Hapcheon’s youthful and dynamic image,” adding, “We will also solve the housing problems of the elderly and do our best to create a Hapcheon where all generations are happy.”
