Eom Uisik Becomes Acting Guro District Mayor Following Former Mayor Moon Heonil's Sudden Resignation; Visits Guro District Council Chairman's Office on 18th for Meeting, Holds Press Briefing on 11th as Acting Mayor
Eom Uisik, Acting Mayor of Guro District Office, is attracting attention for faithfully fulfilling the role of mayor.
On the morning of the 18th of last month, Acting Mayor Eom visited the chairman's office of the Guro District Council and held a meeting with the council chairpersons to discuss current issues.
Acting Mayor Eom took on the role after former Guro District Mayor Moon Heon-il suddenly resigned due to issues related to the trust of his company stocks.
Following his prompt visit to the council chairpersons to seek cooperation, Acting Mayor Eom held a meeting with local press reporters on the 11th.
On the 11th, Acting Mayor Eom held a meeting with local reporters at a restaurant near the district office, providing a time for communication regarding major issues and policy directions.
The meeting was held in the form of a luncheon with 12 local journalists and heads of departments related to major issues, including Acting Mayor Eom Uisik, where they freely exchanged questions and answers.
In his opening remarks, Acting Mayor Eom stated, “Under the acting mayor system, we have made it a principle to continue the projects that Guro District has been pursuing without interruption,” and added, “I am emphasizing strict public service discipline and adherence to political neutrality obligations among public officials to ensure there is no administrative gap.”
He also expressed his determination to continue major district projects, saying, “All public officials and I will fulfill our responsibilities and roles to improve the quality of life for residents and promote regional development.”
During the meeting, various questions and answers were exchanged regarding contentious issues among residents, such as the change of use for D-Cube City, the construction of an underground public parking lot at Guro Street Park, and the creation of a multipurpose artificial turf sports field at Gocheok Neighborhood Park.
Regarding the change of use for D-Cube City, Acting Mayor Eom explained, “The change of use is a mandatory act under the Building Act, and the district cannot arbitrarily suspend review or delay or refuse the approval process,” adding, “We plan to handle it after thoroughly reviewing laws and regulations.”
He further stated, “We are requiring the project implementer to hold a residents' briefing session to ensure residents fully understand the project,” and explained, “Currently, the district has proposed a practical meeting to both parties to arrange the residents' briefing session.”
Regarding the construction of the underground public parking lot at Guro Street Park, he said, “Since it is city-owned land, the procedure for consent to construct permanent facilities by the city must be followed, and the agenda is scheduled to be submitted to the Seoul Metropolitan Council's Urban Safety and Construction Committee.”
He added, “We are making various efforts to promote the project, such as meeting with members of the relevant standing committee of the Seoul Metropolitan Council to explain the necessity of the project and seek cooperation.”
Acting Mayor Eom also shared his position on the creation of the multipurpose artificial turf sports field at Gocheok Neighborhood Park.
He first said, “Even after the installation of artificial turf at Gocheok Neighborhood Park, it will remain an open space freely accessible to residents except on Saturday afternoons and Sunday mornings.”
He continued, “We created a compromise plan to reduce the size of the artificial turf field and build a circular barefoot walking track around it, and explained this to both sides,” adding, “We will build consensus among residents based on this compromise plan and narrow differences.”
The compromise plan proposed by the district includes installing an open-type fence only behind the goalposts instead of a fixed fence, keeping the area open outside reserved times, and maintaining the loam soil for users accompanied by pets.
At the end of the meeting, Acting Mayor Eom Uisik said, “It was a meaningful occasion to hear many valuable opinions and explore ways to develop the region,” and requested, “I hope you will continue to show interest and affection and work together.”
Eom Uisik, acting authority, is visiting the district council chairpersons to seek their cooperation.

The meeting, held ahead of the opening of the 331st extraordinary session of the Guro District Council, was attended by three district office officials including Acting Mayor Eom Uisik, and six council members including Jeong Dae-geun, chairman of the Guro District Council, the vice-chairman, and standing committee chairpersons.
At the meeting, Acting Mayor Eom said, “I feel a heavy responsibility as I have taken on the role of acting mayor at a time when various issues are piling up,” and added, “As acting mayor, I will do my best to promote regional development and improve the lives of residents.”
He emphasized that it would be difficult without the cooperation and support of the council.
In response, Chairman Jeong Dae-geun and the council chairpersons said, “We hope the public service community will not be shaken by this incident and will faithfully fulfill their original roles to enhance the welfare of residents,” and promised, “The Guro District Council will also actively cooperate and support.”
During the subsequent meeting, the director of the Planning and Economy Bureau of Guro District explained the overall details related to the acting mayor system, including regulations, scope of duties, and duration of operation, and conveyed the opinion that they will maintain a regular communication system with the council and seek solutions to local issues through sharing major district information.
