"Partial Institution Websites Access Disruption"
On the afternoon of the 7th, the National Security Office held an emergency situation briefing at the Yongsan Presidential Office, chaired by Cybersecurity Secretary Shin Yong-seok, with the participation of related agencies including the National Intelligence Service, Ministry of the Interior and Safety, Ministry of Science and ICT, Ministry of National Defense, and Financial Services Commission, the office announced on the 8th.
During the meeting, the government reviewed the response status to cyber intrusions as well as anticipated future cyber threats and preparedness measures.
Secretary Shin urged each agency to strengthen their cyberattack preparedness and to promptly respond by disseminating procedures to follow in the event of a cyberattack.
The government is responding to distributed denial-of-service (DDoS) attacks targeting some public and private websites. Recently, access to some agencies' websites was temporarily delayed or interrupted, but no other damages have been reported.
Cyberattacks by pro-Russian hacktivist groups against South Korea have occurred intermittently in the past, but attacks have become more frequent following North Korea’s deployment of troops to Russia and participation in the Ukraine war.
In particular, the attacks mainly consist of hacking targeting civilians or DDoS attacks on government agency websites. The National Intelligence Service’s National Cyber Crisis Management Team is closely monitoring the activities of pro-Russian hacktivists and sharing information with related agencies.
The National Security Office explained, "Since attacks may continue depending on the situation in the Ukraine war, we plan to strengthen cyber threat preparedness through continuous monitoring of cyber threats and ongoing cooperation among related agencies."
