"Expansion of Local Government Authority and Deregulation of Local Public Enterprises"
Jeong Jun-ho, a member of the Democratic Party of Korea (Gwangju Bukgap), announced on the 8th that he has taken the lead in proposing amendments to the Special Act on Public Housing and the Local Public Enterprises Act (hereinafter referred to as the 'Three Public Housing Expansion Acts'), which include expanding the supply of public housing and supporting the distribution and activation of region-customized public housing.
Recently, as opposition to the government's uniform housing policy has grown, the need for region-customized housing policies that reflect the direction of regional development and residential conditions has been raised. In particular, as the Korea Land and Housing Corporation (LH), responsible for housing supply, has lost trust due to controversies such as real estate speculation and building collapses, voices are growing that each local government should expand the supply of public housing tailored to regional characteristics and promote policies that guarantee the basic housing rights of the people.
The amendment bill includes provisions such as increasing the public housing supply ratio, expanding local governments' authority to develop housing districts, and easing regulations on local public enterprises (such as SH, GH, IH) for public housing projects. If the bill passes, it is expected to create a new turning point in local housing policies.
Rep. Jeong said, "Distrust in LH appears throughout the entire process, from land compensation to construction that does not consider local conditions and circumstances, making LH rather an obstacle to housing stabilization." He added, "The amendment bill is expected to greatly help not only in revitalizing the local economy but also in stabilizing the housing of the people by strengthening the public role of local governments and expanding the supply of region-customized public housing."
