Professor Jeon Woo-jeong of the Graduate School of Future Strategy at the Korea Advanced Institute of Science and Technology (KAIST) became the first Korean legal scholar to publish an article on the scientific challenges of military AI governance in the Correspondence section of Nature Electronics, a sister journal of the world’s leading scientific journal Nature.

According to KAIST on the 8th, Professor Jeon emphasized in his article titled "Scientific challenges in governing military AI" that there are significant difficulties in implementing principles for the use of AI in the military through scientific and technological measures, and called for the attention and efforts of the global scientific community.
Professor Jeon highlighted the role of AI in modern warfare, pointing out that AI is a key element connecting five military domains: army, navy, air force, as well as space and cyber domains. He explained that AI can enhance combat efficiency through rapid and accurate decision-making, logistics optimization, operational planning, satellite imagery analysis, drone attack target identification, and risk assessment, but also poses risks of unintended consequences due to algorithmic flaws or misjudgments of situations.
To address these challenges, Professor Jeon proposed focused research and international cooperation in several key areas. He emphasized the need to ensure meaningful human control in situations where operations must be conducted within seconds competing against enemy AI systems, to resolve potential risks arising from integrating AI into nuclear weapons control systems, and to develop explainable AI (XAI) that balances transparency and operational security.
