Emerging Solution to Local Extinction Crisis... Hwasun-gun's 'Full Occupancy Rental Housing' The "Ten Thousand Won Rental Housing Project," recognized as a flagship policy of Hwasun-gun, Jeollanam-do, has been selected as an exemplary case by the Ministry of the Interior and Safety. One of the biggest concerns for local governments in South Korea is population decline. In this context, the representative policy of Hwasun-gun, Jeollanam-do (Governor Gu Bok-gyu), the ‘Youth and Newlywed Couples Ten-Thousand-Won Rental Housing Support Project,’ was selected as an excellent practice in the Ministry of the Interior and Safety’s '2023 Population Declining Area Response Implementation Plan Performance Evaluation.' It is the only achievement among local governments in the Honam region.


The ‘Ten-Thousand-Won Rental Housing Project’ is a program where the county directly supports homeless youth and newlywed couples to secure a home at an affordable rent of 10,000 won per month, attracting nationwide attention since its inception.


Starting with 100 households in 2023, the project plans to supply 100 households annually, totaling 400 households by 2026.

This groundbreaking policy, which drew attention for its boldness, is regarded as Governor Gu Bok-gyu’s signature policy spreading beyond Jeollanam-do to local governments nationwide.


It has become an essential policy for local governments facing the crisis of population extinction, achieving the ‘two rabbits’ of population inflow and regional economic revitalization simultaneously.


Jo Mi-hwa, Director of the Population and Youth Policy Division, said, "I am pleased that Hwasun-gun’s policy to attract young people is shining," adding, "We will continue to strive for the settlement of young people in the region through various policies."
