Goyang Special City, Gyeonggi Province (Mayor Lee Dong-hwan) announced on the 6th that it has announced the basic facility plan for the 'Phase 3 Expansion Private Investment Project of Goyang City Byeokje Water Quality Restoration Center' and plans to actively promote the project starting with the recruitment of project implementers.

The Byeokje Water Quality Restoration Center, completed in 2007, had been facing difficulties in sewage treatment due to facility overload and accelerated aging caused by the inflow of high-concentration sewage and the continuous increase in sewage inflow volume.


Additionally, in August, a fire occurred due to overheating of the air circuit breaker (ACB) caused by record-breaking heatwaves, temporarily halting the operation of the treatment plant. However, the city minimized damage by quickly responding and restoring operations within a short time.


To prevent recurrence of such damage, the city plans to install automatic fire extinguishing equipment on all high-voltage electrical facilities at the Goyang Water Quality Restoration Center in the first half of next year. Furthermore, through the expansion project, the load on existing aging facilities will be reduced by installing new facilities, aiming to ensure stable sewage treatment within the Byeokje treatment area.


The Phase 3 Expansion Private Investment Project of the Byeokje Water Quality Restoration Center will be promoted as a profit-sharing type private investment project (BTO-a). The project scale corresponds to an expansion of sewage treatment facilities by 9,000 tons/day and operation of a total facility capacity of 48,200 tons/day, with the project implementer operating the entire Byeokje Water Quality Restoration Center and related facilities for 20 years.


The first phase of pre-qualification (PQ) document submission for participation in the project will be accepted until December 25 of this year.


Qualification requirements for project participation, preparation of project plans, and related information can be viewed on the websites of Goyang City, the Public Investment Management Center, and the Korea Environment Corporation.


A Goyang Special City official stated, “The Phase 3 expansion facilities will be constructed entirely underground within the current Byeokje Water Quality Restoration Center site, enabling odor reduction. We will do our best to improve the residential environment of nearby residents and enhance public hygiene by creating resident-friendly facilities in the upper space.”
