Cho Tae-yeol Meets UN Deputy Secretary-General, Requests Message for North Korean Troop Withdrawal (Comprehensive)

Foreign Minister Cho Tae-yul met with Rosemary DiCarlo, Under-Secretary-General for Political and Peacebuilding Affairs (DPPA) of the United Nations, who is visiting Korea on the 5th, to exchange views on North Korean issues including illegal military cooperation between Russia and North Korea, as well as Korea-UN cooperation measures, the Ministry of Foreign Affairs announced.

Minister Cho stated, "The deepening military cooperation between Russia and North Korea, including the recent deployment of North Korean troops to Russia, is a blatant violation of Security Council resolutions and an act that threatens international peace and security," urging the UN to continuously send a firm message calling for the immediate withdrawal of North Korean troops and the cessation of illegal military cooperation between Russia and North Korea at the UN level.


On the same day, Minister Cho also met with Izumi Nakamitsu, UN Under-Secretary-General and High Representative for Disarmament Affairs, who is visiting Korea, to exchange views on North Korean issues, Russia-North Korea military cooperation, and international nuclear disarmament and non-proliferation matters.


At this meeting, Minister Cho pointed out that the recent deployment of North Korean troops to Russia following Russia-North Korea military cooperation is a clear violation of UN Security Council resolutions, a serious threat to peace and security on the Korean Peninsula and worldwide, and a grave challenge to the international disarmament and non-proliferation regime.


Minister of Unification Kim Young-ho also met with Under-Secretary-General DiCarlo on the same day to discuss the situation on the Korean Peninsula and cooperation measures between the two sides.

According to the Ministry of Unification, Minister Kim explained the recent deployment of North Korean troops to Russia and intercontinental ballistic missile (ICBM) provocations, condemning strongly North Korea’s nuclear and missile development, illegal military cooperation, and human rights abuses against its people.


He then explained the government’s '8.15 Unification Doctrine,' emphasizing that the Korean government will consistently strive to realize a 'unified Korean Peninsula of freedom, peace, and prosperity' in opposition to North Korea’s anti-unification and anti-historical 'two-state theory.'


Under-Secretary-General DiCarlo expressed deep concern over North Korea’s troop deployment to Russia and its assertion of the 'hostile two-state theory,' and reportedly stated her sympathy and support for the Korean government’s unification and North Korea policies, according to the Ministry of Unification.
