Supply of 11,000 out of 20,000 Households (55%) as Mirinae Houses
High-Density Development Promoted through Transit-Oriented Development in Seoripul District
No Additional Land Sites in Seoul in Next Year's First Half Announcement

In Seoul, the greenbelt development restriction zone will be lifted for the first time in 12 years since the MB administration to supply housing. More than half of the 20,000 households supplied in the Seocho Seoripul district will be allocated as Newlywed Long-term Jeonse Housing 2 (Mirinae House). Seoul Mayor Oh Se-hoon raised the issue of 'overcoming low birth rates' as the justification for lifting the greenbelt and stated that future greenbelt releases in Seoul will be minimized.

On the 5th, the Ministry of Land, Infrastructure and Transport held a briefing at the Seoul Government Complex and announced a plan to supply 50,000 new housing units in the metropolitan area as a follow-up measure to the August 8 Housing Supply Activation Plan (8·8 Plan). Among the four candidate sites announced that day, the Seoripul district (2.21 million square meters) in the Wonji, Umyeon, Yeomgok, and Naegok-dong areas of Seocho-gu, Seoul, was included.


Seoul City decided to supply 11,000 households (55%) of the 20,000 units in the Seoripul district as Newlywed Long-term Jeonse Housing 2. Mayor Oh Se-hoon explained, "Solving the low birth rate issue, which is the biggest topic of our time, is another crucial axis alongside stabilizing housing prices and securing supply volume. In that sense, we allocated about half of the units. We thought from the beginning that the justification for lifting the greenbelt should be linked to low birth rate measures, and that intention is reflected in this allocation."

Areas initially mentioned as candidates, such as Songpa-gu, Gangdong-gu, and Gwanak-gu, were excluded, and only the Seocho Seoripul district was included as a greenbelt release site. Regarding this, Mayor Oh said, "Many greenbelt areas have already been damaged, and as with the August 8 Plan, the first principle is to 'minimize' the release. We selected Seoripul district because it meets several conditions: it has a public transportation system in place to minimize additional resources, and since newlyweds will be moving in, the surrounding residential infrastructure is sufficiently equipped."


Among the candidate sites announced by the Ministry of Land that day, only the Seoripul district in Seoul explicitly specified the supply volume of Newlywed Long-term Jeonse Housing. Other candidate sites did not disclose supply volumes by type such as sale or rental. In the Seoripul district, 20,000 units will be supplied alongside transit-oriented high-density development. The Ministry of Land explained that when high-density development is carried out in greenbelt release areas, the floor area ratio can be increased by up to 250%.


Kim Bae-sung, head of the Public Housing Promotion Team at the Ministry of Land, said, "Overall volumes, including candidate site quantities, will be revealed as the project becomes more concrete. It is too early to discuss housing volumes at this initial stage. While 55% of the Seoripul district will be supplied as Mirinae Houses, other specific ratios will be detailed as the project progresses. There is also a legal obligation to supply rental housing, so many public housing units will be included."

The metropolitan area new housing candidate sites (30,000 units) scheduled to be announced by the Ministry of Land in the first half of next year will not include Seoul. Lee Jun-hyung, Seoul City’s Housing Policy Officer, explained, "Among the 30,000 units to be announced next year, none will be in Seoul, and there will be no additional greenbelt release zones."


Seoul City plans to develop the candidate site focusing on public housing to ensure public interest. Mayor Oh said, "We will proceed with development centered on public housing to maintain public interest within the development restriction zone, and cooperate with the Ministry of Land to strengthen public interest so that a few companies or individuals do not privatize development profits."


The Newlywed Long-term Jeonse Housing 2 supplied to newlyweds is rental housing that allows them to live for at least 10 years at a price below 80% of market value, with an extension of the residence period upon childbirth. If two or more children are born after moving in, tenants are granted a right of first refusal to purchase at about 80-90% of market value. Seoul City plans to supply an additional 1,000 units of Long-term Jeonse Housing 2 within this year, 3,500 units in 2025, and 4,000 units in 2026.
