First Time-Based Speed Limit Operation in the Province Achieves 'Safety and Convenience'
Proactive Administration and Regulatory Improvement, Core Values Pursued by Gumi City
Gumi City in Gyeongbuk was selected for one excellent case, one new case, and two benchmarking cases in the third quarter's shadow behavior regulation improvement cases through proactive administration organized by the Ministry of the Interior and Safety.
The Ministry of the Interior and Safety discovers cases quarterly that contribute to revitalizing the local economy and improving residents' quality of life by resolving corporate difficulties and inconveniences in residents' daily lives.
The case selected as an excellent example by the city is the "Flexible Operation of Speed Limits in Children's Protection Zones by Time." This case involved easing the speed limit from 40 km/h to 50 km/h between 9 PM and 7 AM in the Wangsan-ro children's protection zone, where there is heavy nighttime logistics vehicle traffic, improving vehicle flow outside of children's main commuting hours. This case, promoted through consultations with the Traffic Safety Facilities Review Committee and related organizations, was highly evaluated as the first attempt of its kind in the province.
The new case selected was the "Relaxation of Permit Standards for Installation Restrictions on Structures such as Livestock Facilities" to alleviate the management difficulties of livestock farms. Under the existing "Gumi City Urban Planning Ordinance," installation of structures (power facilities) was restricted only to livestock barns, crop cultivation houses, and animal-related facilities, raising fairness issues. To resolve this, the city partially relaxed related regulations. Through several communication meetings with the Gumi City Council, local residents, and livestock farmers, the city gathered opinions and promulgated and enforced the revised ordinance in July, laying the groundwork to ease the economic difficulties of livestock farmers.
As benchmarking cases, the "One-Stop Civil Service Team" and the "Simplification of the Submission Procedure for Small Performance Bond Commitment Letters" were adopted, proving that Gumi City is actively striving to alleviate citizen inconveniences and ease regulations.
Gumi City plans to continue improving regulations closely related to citizens' daily lives through proactive administration and open new horizons for regional development.
