Integrated with National Police Agency Lost Item Management System, Multilingual Service
Busan City has completed the development of the lost-and-found service 'Finding All,' selected as a public project under the 'Blockchain Specialized Cluster Development Project,' and officially announced its market launch.
This project is a Sejong Telecom consortium (with BNK System participation) initiative selected in this year’s open call for free projects under the 'Blockchain Specialized Cluster Development Project' (2024?2026, total budget of 20 billion KRW), led by the city and the Ministry of Science and ICT and executed by Busan Technopark. After systematic technology development, it has been officially unveiled.
'Finding All' is an innovative solution that simplifies the return of thousands of lost items occurring daily by connecting them through a single network. It was developed to address the issue that only half of the lost items generated annually are returned, and the process of finding lost items causes confusion and inconvenience to owners.
According to statistics from the National Police Agency’s Lost Property Center, approximately one million lost items occur annually, averaging over 3,000 items per day. However, only about half of these are returned to their original owners.
Lost property centers dispersed across various institutions such as urban rail, buses, and taxis require owners to report and visit in person, causing inconvenience and hassle. Additionally, finders must follow separate reporting procedures, so the number of unreported lost items is expected to be even higher.
'Finding All' is a citizen-participatory platform that dramatically improves the lost item retrieval process by combining blockchain and artificial intelligence (AI) technologies. It precisely analyzes images of lost items using AI technology and compares similarities in real time to provide users with the most suitable matching information through mobile and web-based services.
Anyone can directly register lost items anytime and anywhere, and the service facilitates convenient searching, enabling prompt returns.
Potential issues such as fraudulent acquisition and legal disputes are prevented in advance by using blockchain technology to block tampering, and all information is clearly recorded to guarantee data reliability.
'Finding All' enhances user convenience by integrating with the National Police Agency’s Lost Property Comprehensive Management System (Lost112) for linked searches within a single app. It also supports multilingual services in five languages?Chinese, Japanese, English, Spanish, and Vietnamese?targeting foreigners including tourists visiting Busan.
By linking with the lost item information from the National Police Agency’s Lost Property Comprehensive Management System (Lost112), users can search for lost items registered with the police through the 'Finding All' app alone.
To increase the return rate of lost items from finders, the app can send push notifications requesting help to users near the lost location and includes features that allow offering rewards.
Additionally, 'Finding All' introduces an 'Enterprise Lost Property Management Solution' that digitizes the entire process from lost item reception to management and return, enabling efficient integrated management for lost property center operators in public transportation, hotels, shopping malls, theme parks, and more.
The chatbot system effectively blocks attempts of fraudulent acquisition and significantly reduces customer service time through automatic responses to lost item reporters.
Notably, 'Finding All' is not limited to simple lost item retrieval services but plans to expand into comprehensive services addressing various social issues such as finding pets and missing persons by leveraging related technologies, starting in Busan and preparing for nationwide expansion.
By 2025, the project aims to secure over 100,000 users and more than 600 partner companies in Busan, elevating it to a powerful solution that connects dispersed lost item storage centers into one network.
The city will hold various events for citizens and businesses to commemorate the official launch of 'Finding All.'
For new members who install the app, the first 1,000 will receive QR code stickers and QR name tags. Application details can be found through the 'Finding All' app and website, and distribution will be free of charge on November 13 and 14 at the City Hall Station on Subway Line 1 and the passage connecting to the City Hall building.
The 'Enterprise Lost Property Management Solution' offers benefits such as free trials and free QR code sticker provision to businesses applying by the end of this year. Applications can be made through the 'Finding All' website.
Nam Dong-woo, Busan City’s Financial Startup Policy Officer, said, “We are very pleased to demonstrate a case where blockchain technology is usefully applied in daily life, adding real value through the launch of 'Finding All.' This proves the ongoing integration of the Fourth Industrial Revolution into citizens’ everyday lives, and through such progress, Busan will emerge as a 'Global Blockchain Hub.'”
