Senior Officials Lead Efforts to Strengthen Commitment to Eradicate Drunk Driving in the Public Service

This campaign, led by senior officials of grade 5 and above who pledged to take the lead in practicing integrity, was conducted to instill a sense of social responsibility regarding drunk driving as public officials and to spread the commitment to promoting a proper drinking culture throughout the public service community.
Aligned with the morning commute, the campaign involved holding banners and placards expressing the determination to eradicate drunk and hangover driving, and distributing brochures on drunk driving prevention and public officials' ethics, thereby creating momentum to enhance organizational integrity.
According to the Local Public Officials Disciplinary Rules, even for a first offense of drunk driving, if the blood alcohol concentration is 0.2% or higher, dismissal is mandated, and for two or more offenses, a zero-tolerance disciplinary standard up to removal from office is applied.
Separately, Pohang City imposes various personnel disadvantages to eradicate drunk driving, including exclusion from promotion for two years after the lowest rating and promotion restriction period of two years, transfer to heavy or undesirable departments, exclusion from recommendations for awards by higher authorities or internally, as well as sanctions in compensation such as exclusion from performance bonuses (performance-based salary) for one year and reduction of salary and allowances due to disciplinary actions, thereby seeking and strengthening responses across multiple areas.
Mayor Lee Kang-deok stated, “Drunk driving is a serious crime that infringes on the precious lives and property of oneself and others, and especially as public officials, we must have a strong sense of social responsibility and exercise caution.” He added, “I hope all employees will participate to create a public service community free of drunk driving to repay the trust of our citizens.”
