On the afternoon of the 31st, An Chan-myeong, Chief of Operations at the Joint Chiefs of Staff, stated at the Ministry of National Defense building in Yongsan-gu, Seoul, "Today, North Korea launched one long-range ballistic missile from the Pyongyang area toward the East Sea," and criticized, "This is a provocative act that clearly violates the UN Security Council resolutions prohibiting the use of ballistic missile technology and scientific and technological cooperation."

Chief of Operations An said, "Our military condemns the illegal and reckless provocations of the Kim Jong-un regime," and emphasized, "We strongly urge the immediate cessation of acts that harm peace and stability on the Korean Peninsula and in the international community, such as the continuous release of filth and garbage balloons, dispatching mercenaries as cannon fodder to Russia, and preparations for nuclear tests."

He continued, "Despite repeated warnings, North Korea continues to carry out illegal provocations," and warned once again, "We solemnly warn that North Korea bears full responsibility for all incidents that occur thereafter."
