Public Rental Budget of 1 Trillion Won for Newlyweds and Youth
4,000 Units for Newlyweds, 2,504 Units for Youth Planned
Monthly Housing Support of 300,000 Won for 2 Years for Childbearing Homeless Households
Seoul City has allocated more than 1 trillion won in next year's budget for the supply of public rental housing targeted at newlyweds and young people. The city plans to supply 2,000 units of Long-term Jeonse Housing 2 (Mirimnae Jip) that allows newlyweds to extend their residence period and provides opportunities to own a home when they have children. This is intended to encourage the decision to have children by significantly increasing housing support to address the low birthrate issue.
According to the 2025 budget announced by Seoul City on the 31st, 1.1091 trillion won has been allocated for the supply of public rental housing. The budget for public rental housing has increased by 370.5 billion won compared to the previous year.
The public rental housing planned for newlyweds and young people next year includes 4,000 units for newlyweds and 2,504 units for young people. The number of rental housing units for newlyweds consists of △ 2,500 units of existing housing purchase rental △ 1,000 units purchased from reconstruction and redevelopment complexes △ 500 units of long-term safe housing, etc. Compared to this year, the supply volume of public rental housing for newlyweds has increased by 1,700 units, and for young people by 987 units.
By supply type, 2,000 units will be supplied as Long-term Jeonse Housing 2 for newlyweds, and 500 units of existing housing purchase rental will be supplied to newlyweds. Long-term Jeonse Housing 2 allows newlyweds to live for at least 10 years at a price below 80% of the market price, extends the residence period upon childbirth, and provides a priority purchase right if two or more children are born after moving in.
Starting next year, housing costs of 300,000 won per month will be supported for two years to homeless households who have children. A budget of 5.2 billion won has been allocated to support housing costs to alleviate the economic burden of households with children and help them reside stably in Seoul.
This support targets homeless households not living in public rental housing, with a median income of 180% or less, a jeonse deposit of 300 million won or less, or monthly rent of 1.3 million won or less.
Oh Se-hoon, Mayor of Seoul, said, "The biggest factor affecting childbirth is housing prices, and the difference between the metropolitan area and the rest of the country is 8 percentage points, making Seoul's high housing costs the biggest reason for giving up childbirth. Next year, we will provide 6,500 units of public rental housing to newlyweds and young people so that young people can dream of a future with their families in a stable housing environment."
