Maintaining Excellent Institution Status for 3 Years Until 2027
High Scores Received for Disability-Friendly Counters and Melodic Civil Service Offices
Geumcheon-gu (Mayor Yu Seong-hoon) announced that it has been selected as an excellent institution for re-certification in the ‘2024 National Happiness Civil Service Office’ contest hosted by the Ministry of the Interior and Safety.
The ‘National Happiness Civil Service Office’ is a system in which the Ministry of the Interior and Safety evaluates the level of civil service provided by local governments nationwide, metropolitan and provincial offices of education, and special local administrative agencies (such as tax and police), and certifies outstanding institutions.
Geumcheon-gu was first selected as a National Happiness Civil Service Office in 2021, and this year challenged the re-certification contest and earned the honor of being selected as an excellent institution. With this selection, the status of an excellent institution will be maintained for three years until 2027.
The evaluation process consisted of four stages: document review, on-site inspection, secret evaluator (mystery shopper) experience evaluation, and satisfaction survey.
The district has operated counters that prioritize civil petitioners accompanied by pregnant women and infants, as well as the elderly, and has provided civil service forms translated into foreign languages for visiting foreigners, making administrative services convenient for everyone.
In addition, convenience was enhanced by establishing a queue waiting notification talk and call system, and installing gobos to guide the location of the counters.
A ‘melodious emotional civil service office’ was created so that civil petitioners can conduct their business in a comfortable atmosphere and alleviate boredom during waiting times. A continuous satisfaction survey on civil service processing is also being conducted.
Each civil service counter was equipped with wearable cameras (body cams) that record video and audio, and joint police mock drills were conducted to prepare for malicious civil petitions, creating a safe civil service environment for both residents and staff, which received favorable evaluations.
The district is scheduled to receive the gold certification plaque of the ‘National Happiness Civil Service Office’ and a ministerial commendation on Civil Petition Day this November.
