President Yoon Suk-yeol said on the 28th, "The deployment of North Korean troops to the actual front lines in Ukraine could occur at a faster pace than expected, which is a grave situation," adding, "We will actively take phased measures depending on the progress of Russia-North Korea military cooperation."
The presidential office stated that President Yoon made these remarks during a phone call with Ursula von der Leyen, President of the European Union (EU) Commission, on the same day.
During the call, which was made at the request of President von der Leyen, President Yoon shared information about North Korea's troop dispatch to Russia and discussed future response plans.
President Yoon emphasized, "The illegal military cooperation between Russia and North Korea fundamentally shakes the rules-based international order and threatens peace on the Korean Peninsula and worldwide," and stressed, "We will urge the immediate withdrawal of North Korean troops and the cessation of Russia-North Korea military cooperation."
President Yoon expressed gratitude for the EU's swift and unified response with South Korea, issuing a strong condemnation message immediately after news of North Korea's troop dispatch, and said, "While doubling efforts to monitor and block illegal exchanges between Russia and North Korea, I hope to seek practical response measures together with the EU and its member states."
He also expressed hope to further deepen the 'Korea-EU Strategic Partnership' based on the strong ties between the two sides.

President von der Leyen said, "Seeing North Korea support Russia with lethal weapons and even dispatch troops confirms once again what was agreed upon at the Korea-EU summit held in Seoul last May?that the security of Europe and Asia is closely connected."
She expressed serious concern over North Korea's troop dispatch to Russia, which directly violates international law and United Nations Security Council resolutions, and assessed it as a critical issue that further worsens the already prolonged situation of the Ukraine war.
She emphasized that the EU is ready to actively cooperate with South Korea in response to this. President von der Leyen expressed gratitude for South Korea's decision to send a government delegation to the EU following its dispatch to the North Atlantic Treaty Organization (NATO) to share information.
President von der Leyen added, "The EU has closely cooperated with South Korea and implemented independent sanctions against Russia and North Korea," and said, "Considering the gravity of this matter, we will not ease tensions and will actively seek response measures together with member states."
