Chairman of the Tripartite Commission: "Golden Time for Social Dialogue... Conclusion on Continuous Employment by Q1"

"Now is the golden time for social dialogue to improve labor market laws and systems."


On the 28th, Kwon Ki-seop, Chairman of the Economic, Social and Labor Council, said this at a luncheon meeting with the press corps. He emphasized that if this period is missed, the possibility of not being able to discuss the issues increases. In a situation where various social discussions, including retirement age extension, are growing, he stressed that rather than postponing agenda discussions, active solutions must be sought.

Chairman Kwon identified the discussion on extending the retirement age as the most important agenda item among the current issues of the Economic, Social and Labor Council. He explained, "The continued employment of the elderly must be concluded and finalized," adding, "Whether it is possible or not, a conclusion must be reached, so I see it as a priority responsibility." He also expressed the view that "since the times and generations have changed and technological advancements differ, creative alternatives suitable for the current labor market must be developed."


Regarding the continued employment discussion, Chairman Kwon said, "The two sides (labor and management) have not narrowed their differences or reached an agreement," and "It may not be easy to narrow the differences internally." However, he left open the possibility of external public discussion, stating, "There should be a process to publicize the discussion content, listen to public opinion trends, and gain national consensus." In this regard, he also mentioned, "I understand that an open forum is planned around December."


Chairman Kwon plans to continue these discussions until the first half of next year. He said, "The deadline for each agenda is one year, so it will be completed by the first half of next year," and added, "While working within the first half, various activities will be conducted to encourage the progress of discussions." He further explained, "The primary goal is to reach a conclusion on the continued employment of the elderly by at least the first quarter."


Chairman Kwon also said, "I think we should discuss the concept of 'labor-friendly flexibility' this time," and "I intend to encourage smooth progress in special committees where labor, management, and government discuss." Additionally, he emphasized, "Sincere participation in dialogue by labor and management is important," and mentioned, "With much interest and encouragement, we will strive to achieve good results."
