"Halloween Red Road No Issues (無) · Stay Alert Until the End"... Mapo-gu Launches Halloween Safety Management

From Friday night, a dedicated team led by Park Gang-su, Mayor of Mapo-gu, begins full-scale safety management
Utilizing 9 AI crowd density analysis systems and 5 disaster safety electronic signboards for immediate response to dangerous situations
Installing safety fences in areas like Hongdae club street after pedestrian walkway expansion to create a smooth walking environment
On-site standby during weekdays and safety management until 3 a.m. the next day on Halloween day

"Halloween Red Road No Issues (無) · Stay Alert Until the End"... Mapo-gu Launches Halloween Safety Management Park Kang-su, Mayor of Mapo District, explained the safety management plan of Mapo District to Lee Han-kyung, Director of the Disaster and Safety Management Headquarters, who visited Hongdae Red Road on the evening of the 26th.

Mapo-gu (Mayor Park Gang-su) concentrated administrative efforts on special management to prepare for crowd congestion and safety accidents on Hongdae Red Road from the night of October 25th to the early morning of the 27th, ahead of Halloween.


Starting at 8 p.m. on the 25th, when the full weekend begins, Mapo-gu set up and operated a ‘Halloween Response Joint Situation Room’ at Hongdae Red Road R4, forming a dedicated team led by Mayor Park Gang-su, including district office officials and private organizations.


A total of 766 personnel were deployed from the night of the 25th to the early morning of the 27th, including the Mapo-gu dedicated team, police, fire department, and safety management contractors. They monitored crowded areas such as Hongdae Entrance Station Exit 9, Red Road R1~R6, and the club street, managed busking zone performances, street vendors, and motorcycle movements to control the crowd and prevent safety accidents.


During Halloween, approximately 1,500 personnel will be deployed on the busy Friday and weekend, as well as the day before and the day of Halloween, to ensure safety.


Crowd management on Hongdae Red Road was supported not only by the dedicated team but also by advanced new technology, artificial intelligence (AI). Last year, Mapo-gu installed six ‘AI Crowd Density Analysis Systems’ on Hongdae Red Road to prepare for crowd congestion. During Halloween, when many people gathered in the narrow street, warning messages were issued to prevent crowd accidents.


This year, to further enhance safety, Mapo-gu installed three additional ‘AI Crowd Density Analysis Systems,’ bringing the total to nine systems that provide pedestrian guidance on the Hongdae Red Road situation and can immediately issue warning messages in case of dangerous situations.


Along with this, in October 2024, five double-sided ‘Disaster Safety Electronic Boards’ with high visibility were installed throughout Hongdae Red Road. These large electronic boards, measuring 3 meters wide and 2 meters high, continuously display crowd density information and show safety messages and emergency disaster texts when urgent situations occur.


Additionally, considering that many young people gather on the club street not only during Halloween and year-end but also on regular weekends, Mapo-gu completed construction in advance to widen the sidewalk from 3.5 meters to 4.4 meters to strengthen pedestrian safety.


To prepare for this Halloween period, about 200 safety fences measuring 2.3 meters were purchased. From the night of the 25th, Mapo-gu created temporary central dividers with safety fences on the club street and other areas to prevent two-way pedestrian congestion and enable smooth right-side walking.

Furthermore, on-site, the Mapo-gu Public Health Center’s field medical support team and Mapo Fire Station operated special situation rooms, deploying 45 personnel and a total of 15 fire trucks and ambulances to respond swiftly to emergencies and prepare for any accidents.


Mapo-gu’s special Halloween safety management will continue until the early morning after Halloween ends. On the 28th and 29th, monitoring will be conducted from 8 p.m. to midnight, and from 8 p.m. on the 30th to 1 a.m. on the 31st, as well as from 8 p.m. on Halloween day, the 31st, until 3 a.m. the following day, safety management will be carried out.


Mayor Park Gang-su of Mapo-gu emphasized, “Until the moment the Halloween period ends, ‘complacency is absolutely forbidden,’” and added, “Mapo-gu will thoroughly manage on-site safety on Hongdae Red Road to ensure not a single safety accident occurs.”
