Previously, the Ministry of the Interior and Safety and the Ministry of Culture, Sports and Tourism formed a joint public-private "Resident Registration Card Improvement Promotion Committee." In September, they held a "Resident Registration Card Design Improvement Forum" with participation from the public as well as design and history experts to review the need for design improvements.

At the forum, participants agreed on the necessity of developing a new design for the resident registration card and discussed the direction for design improvements. After consulting with the promotion committee, it was decided to proceed with a design contest for the resident registration card.

The resident registration card design contest will be held in two parts: a "Resident Registration Card Design Contest" involving design experts and a "Public Idea Contest" to gather opinions from the general public. The submission period is from November 18 to 28.

The contest will proceed in two stages: a first-stage planning proposal contest and a second-stage design contest. In the first stage, proposals for the resident registration card design plan and the main achievements of participants will be reviewed to select about six individuals (or teams). The second-stage design contest will involve the six selected individuals (or teams) from the first stage, each receiving a participation reward of 3 million KRW.

In the second-stage design contest, scheduled for the first half of next year, design works will be evaluated and presented, and a final winner (individual or team) will be selected. The final winner will participate in developing the new design for the resident registration card.

Meanwhile, design contest submissions can be made through the "Public Design Comprehensive Information System," and applications for the public idea contest are available on "Sotong24."
