Mayor Park Hyung-jun: "Based on Institutional Expertise, We Must Enhance Policy Productivity and Create Synergy for Busan's Development Through Collaboration"
On the 25th at 4 p.m., Busan City held a ‘Meeting of Heads of Public Institutions under the City’ at the Citizen Sarangchae in Busan Citizens Park, presided over by Mayor Park Hyung-jun.
At the meeting, Mayor Park, along with heads of five public enterprises including Busan Transportation Corporation and 16 investment and foundation institutions, attended.
This meeting was organized to review the progress made since the city implemented the ‘Public Institution Efficiency Policy,’ which involved institution integration and function transfer, and to share excellent innovation cases by institution.
Last year, the city restructured public institutions by consolidating and abolishing 25 institutions down to 21, and unified three similar scattered functions.
During the meeting, six institutions including Busan Facilities Corporation presented outstanding achievements in four areas: ▲Efficiency ▲Institutional Innovation ▲Global Networking ▲Citizen Friendliness, and engaged in in-depth discussions on sustainable efficiency and synergy creation through cooperation among public institutions.
The presenting institutions were ▲[Efficiency] Busan Facilities Corporation, Busan Research Institute ▲[Institutional Innovation] Busan Design Promotion Agency ▲[Global Exchange (Networking)] Busan Technopark, Busan Cultural Foundation ▲[Citizen Friendliness] Busan Economic Promotion Agency.
Before the meeting, the city shared the ‘Direction for Management of Public Institution Organization and Staffing,’ proposing a management system plan that includes managing the total number of staff in public institutions, regularizing consultation periods for staffing adjustments, conducting regular organizational diagnoses for all public institutions under the city to enhance organizational efficiency, and granting special staffing to institutions that achieve high performance.
Going forward, while granting autonomy to institution heads for organizational operation to achieve results, the city plans to reduce staffing for institutions that ▲perform repetitive annual or entrusted projects with simple execution roles showing low creativity and policy productivity ▲pursue similar overlapping projects or have diminished functions ▲show poor management performance, and utilize these resources as special staffing for high-performing institutions.
In response to the increasing demand for the role of public institutions as partners in city administration and the need to establish a corresponding management system, the city reorganized its structure in July to create the ‘Public Institution Management Division,’ a dedicated department for public institutions.
Mayor Park Hyung-jun emphasized the role and responsibility of public institutions at the meeting, stating, “Public institution efficiency is a task that must continue without interruption, aiming for ‘small but well-performing public institutions.’ Institutions should enhance policy productivity based on their expertise and create synergy for Busan’s development through collaboration.”
