Some Local Governments in Gwangju Illegally Hire Resident Public Officials from Seoul

Some Local Governments in Gwangju Illegally Hire Resident Public Officials from Seoul Kim Tae-jin, a member of the Gwangju Seo-gu Council, is making an inquiry about district administration on the 24th.

Some local governments in Gwangju have been dispatching part-time public officials stationed in Seoul without any basis, and due to improper work management, concerns have been raised that this is not only inefficient but also a waste of taxpayers' money.


On the 24th, Kim Tae-jin, a member of the Seo-gu Council in Gwangju, pointed out during the second plenary session of the 326th extraordinary meeting that a part-time public official of grade Na from the Seo-gu Public Relations Office stationed in Seoul has been dispatched without any basis, and that work attendance management is in disarray.


Currently, among the five autonomous districts of Gwangju Metropolitan City, a part-time public official of grade Na from Seo-gu Public Relations Office, a part-time public official of grade Na from Nam-gu General Affairs Division, and a part-time public official of grade Ga from Gwangsan-gu are stationed at the Gwangju Metropolitan City Seoul Office.


Seo-gu and Nam-gu hired these officials for Seoul stationing without any legal basis, while Gwangsan-gu has created and operates under the "Regulations on the Establishment and Operation of the Gwangju Metropolitan City Gwangsan-gu Seoul Office" after dispatching. However, Seo-gu and Nam-gu still operate without any regulations.


Regarding attendance management such as clocking in and out, Gwangsan-gu verifies attendance through the Saeol system, a public official attendance system. However, in the case of Seo-gu, although the Saeol system is installed, it has been revealed that attendance records have never been obtained to date.


This indicates that the part-time public official of grade Na from the Public Relations Office stationed in Seoul is not managed at all in terms of attendance, and it is unclear what exact duties they are performing.


Currently, the number of part-time public officials is in the order of Gwangsan-gu 82, Dong-gu 77, Seo-gu 64, Nam-gu 46, and Buk-gu 39, while the order of exceeding the standard personnel expenses is Gwangsan-gu, Dong-gu, Seo-gu, Buk-gu, and Nam-gu.


Assemblyman Kim Tae-jin said, "Even with the district heads working hard to secure national funds due to budget shortages, the situation remains insufficient," and added, "Having unnecessary dispatched personnel stationed in Seoul under these circumstances is a waste of budget."


He continued, "Hiring part-time public officials excessively for district office publicity and election favors only causes negative effects such as penalties for exceeding standard personnel expenses," and stated, "I will continue to closely monitor whether district administration is being properly managed."
