Illegal Parking in Underground Parking Lots Still Difficult to Punish

The post quickly gained a high number of views and numerous comments. The author, Mr. A, shared the actual photo of the "four-space parking" and wrote, "I've seen villains taking up two spaces or even three spaces horizontally, but today I introduce the amazing villain who occupies four spaces this morning," adding, "If the car had only taken two spaces without encroaching on the rear space, I wouldn't have taken a photo. This happened in an underground parking lot near Guri City."
The photo revealed by Mr. A clearly shows a black passenger car occupying four parking spaces in what is presumed to be an apartment underground parking lot. Those who saw the post reacted with comments such as "A master of land grabbing," "Is this parking lot a Go board? It's a black stone," "I've never seen four spaces taken before in my life," and "Does that person own four apartments here?"

Meanwhile, under current law, internal roads and underground parking lots within apartment complexes are considered private property, so the police or local governments have no legal grounds to forcibly tow illegally parked vehicles. Therefore, even if such parking cases occur, they cannot be punished. Additionally, under the Automobile Management Act, forcibly towing an abandoned vehicle requires it to have been left unattended for more than two months, making immediate action difficult. However, if a single vehicle occupies multiple parking spaces, it may be subject to criminal penalties under the Criminal Act for obstructing the duties of parking management companies, punishable by up to five years in prison or a fine of up to 15 million won. Earlier in May, the Democratic Party held a meeting of the election headquarters leadership at its Yeouido headquarters in Seoul and announced pledges proposed mainly through online communities. Among them was a law to punish 'parking villains,' as discussed in car communities including Bobaedream.
